Governor's Draft Energy Master Plan
. . . and NJPGA's Advocacy for NJ's Propane Industry

In June, Gov. Phil Murphy's administration released a draft of its Energy Master Plan
(
click here to read the Draft EMP
),
the state's energy planning document for the next several years.
The state Board of Public Utilities (the BPU) said in a statement that the plan outlines how New Jersey will achieve 100 percent clean energy by 2050. The plan will define clean energy as achieving carbon-neutral electricity generation and "maximum electrification" of the building and transportation sector to reduce emissions 80 percent relative to 2006 levels by 2050, as mandated by the Global Warming Response Act. "The Draft Energy Master Plan is a comprehensive road map toward achieving our goal of a 100 percent clean energy economy by 2050," Murphy said in a statement. "The strategies set forth in this draft plan will foster economic growth by creating thousands of jobs in New Jersey's energy, building, and transportation sectors."
The Energy Master Plan includes seven strategies to meet the state's clean energy goal — reducing energy consumption and emissions from transportation; maximizing energy efficiency and reducing peak demand; reducing energy use and emissions from buildings; supporting community energy planning in underserved communities; modernizing the grid and utility infrastructure; accelerating the deployment of renewable energy and distributed energy resources with a focus on underserved populations; and expanding the clean energy economy.
Between July - September, the BPU held hearings to gather input on the draft plan. NJPGA is deeply grateful to our members who attended and spoke at the critical Stakeholder Meetings, to help ensure that the Governor and state legislators know the concerns of propane marketers and those whose businesses serve the propane industry in NJ.

Their comments gave insight into the ramifications on the New Jersey economy if the propane industry is decimated because of the Energy Master Plan. NJPGA's lobbyists at PPAG coordinated the delivery of individual messages to build the industry's position, reinforcing the important messages, without being redundant.
David Smith of Princeton Public Affairs Group (PPAG) submitted
this letter
on behalf of NJPGA to the BPU. PPAG provided this letter to all 120 senators and assembly members to fortify our position that propane is a clean energy option.
The BPU will now review stakeholders’ comments, and determine which changes should be made to the draft Energy Master Plan, with the expectation of release by December 2019. NJPGA will provide an update as it becomes available.

Propane Logistics Analysis Network
(PLAN) is Now Live!
NPGA announced the launch of the
Propane Logistics Analysis Network
(PLAN).
Previously there was no centralized tool to help drivers maximize their hours of service. NPGA developed PLAN with the support of the Propane Supply & Logistics Committee, and with the assistance of state and regional association executives as well as propane businesses. As of today, there are more than 400 supply points listed in PLAN.
PLAN is a crowd sourced online tool, which means it relies on active user input. Everyone is encouraged to enter wait times at supply points, including drivers, dispatchers, terminal managers, and wholesalers. Please note PLAN does not represent supply levels, pricing, or other market variables, and may be subject to error.

New NJPERF Project - Coming Soon!
Water Heater Safe Installation Rebate Program
This Fall, NJ Propane Education and Research Foundation (NJPERF) is launching a Water Heater Safe Installation Rebate Program for 2019-2020.
Modeled after the Mid-Atlantic Propane Gas Association's Rebate Program, the purpose of the NJPERF Safe Appliance Installation Rebate Program is to help ensure the safe installation of propane appliances, specifically propane-fueled water heaters, in new or existing construction. Consumers will receive a rebate through a participating propane retailer.
Additionally, the program is intended to increase propane use statewide by adding new propane water heater users, and to create an entry opportunity for installing additional propane appliances.
NJPERF's safe appliance installation rebate program will offer up to one hundred $200 rebates upon safe installation of propane-fueled water heaters. For installations in existing homes, the new propane water heater must replace an existing electric or natural-gas water appliance. Both tank style and tankless water heaters are eligible. Program participants will be issued a rebate only after a safety audit has been conducted by a qualified technician and documentation is processed by the program administrator (such as a proof of gas check or leak test). A rebate application must be submitted by a propane company in NJ to NJPERF within 30 days of the final safety inspection following installation of the water heater. Checks will be sent directly to the homeowner or builder, with up to 6 weeks allowed for processing. The installation and inspection of a water heater must be completed within 12 months of the project kick-off date, projected for late October.

National Propane Gas Foundation (NPGF) Scholarship
Apply Now thru February 15, 2020
The 2020/2021 National Propane Gas Foundation (NPGF) Scholarship application opened on 9/15/2019. The submission deadline is 2/15/2020!
NPGF’s program offers $1,000 and $2,000 undergraduate college and technical, trade and vocational school awards for children of employees of NPGA member companies and state propane gas associations. Only one application is needed to be considered for its 88 awards in the 2020/2021 academic year.
In the continuing effort to keep expenses down, NPGA no longer prints and mails brochures or flyers. All marketing materials can be found on the NPGA’s Scholarship website under the “

” heading to help announce that $121,000 in 2020/2021 NPGF awards will be bestowed.

Clean Transportation:
Perception vs Reality
Public and private fleet transportation directors are learning more about advanced technology developments for transportation. These people have a wide variety of job responsibilities across these fleets, and have many of the same concerns. Here are the top three themes that examine their perception versus the reality of what’s going on in the industry.
Perception: Medium-duty electric vehicles are here and commercially viable.
The reality is that EVs are still under development for the commercial truck and bus segment. Mass adoption has not yet taken place. There is work to be done on several fronts, including:
- The integration of the technology and controls strategy needs to improve.
- Battery cost must continue to come down.
- Infrastructure needs must be addressed.
- Service locations must be identified.
- More OEM involvement needs to occur, so suppliers can start supporting much larger volumes and drive additional innovation.
- 2nd life for the batteries once they are decommissioned from the vehicle.
Perception: Big Data on fleet mobility is everywhere.
Reality: There have been huge advances in capturing Big Data as it relates to fleet mobility. By leveraging data, operators can reduce vehicle downtime, improve the safety of their operation, and optimize routes — and that’s just the beginning. Connectivity pilot programs are helping fleet managers operate at peak performance levels and reduce the anxiety of fleets transitioning to a new energy source, like propane or compressed natural gas.
Perception: Propane is solely for backyard grilling.
The reality is that it’s available for off-road applications, like forklifts and lawn mowers, and also for on-road transportation, like Blue Bird buses and Ford commercial vehicles. More than 27 million vehicles travel worldwide with propane autogas in their fuel tank. There are over 1 million children safely riding to and from school on a Blue Bird propane school buses.
