FROM THE DESK OF ...
ED MULCAHEY, NJPGA PRESIDENT
Greetings!
As a returning President of the New Jersey Propane Gas Association, I’d like to say hello again to those I have known over the years and introduce myself to those of you I haven’t yet had the pleasure to meet.
I’m honored to serve once again as President of this long-established and constant Association. As our website states, we have spent our time “educating the public, the media, the industry, and legislative and government officials as to the safety and efficiency of propane and related products. The NJPGA has served New Jersey propane marketers for more than 50 years. We are a non-profit organization designed to promote the utilization of propane as an energy source.”
And we are still here. Now, doesn’t that say something about how mighty we actually are?
The members of the NJPGA are the backbone of this Association. Your member fees, PAC donations, sponsorships, event participation, and important feedback keep us relevant.
Our industry has been hit hard by energy master plans and the threat of climate change, but we know the benefits of propane, its green energy, affordability, and the true sustainability it has to offer.
At this time, and in years to come, we want consumers to trust propane as the best choice.
We are in a new phase of NJPGA, welcoming new Board members, along with Eric DeGesero our Lobbyist, and a new management company in Wanner Associates, who are all in our corner.
I hope you will continue to support our efforts, as well. We need you; we appreciate you, and we look forward to partnering with you.

2023 PERC Environmental Campaign: New Jersey
The Propane Education and Research Council (PERC) launched the 2023 Propane Media Campaign to run in New Jersey using display banners, streaming audio, and YouTube messaging. This campaign has just now come to a close.
As of the date of this publication, the following stats are available for our great state of New Jersey and final metrics will be available August 25th.

Your involvement is valued and essential to ensure the continuation of our safe and competitive propane marketplace. It cannot be stressed enough that our Association is only as strong as our Members’ participation.
We hope you have found that your membership in the NJPGA is a valuable business asset. As always, the NJPGA continues its longstanding commitment to strengthening, promoting, and protecting the interests of the propane industry in New Jersey.
Through our lobbyist, NJPGA monitors all legislative committees and Senate and Assembly Board lists for any bill that could have a negative or positive impact on the propane industry and then acts in the best interest of the industry. This includes supporting and promoting positive legislation and opposing and securing amendments to protect our industry against troublesome legislation, especially regarding the current Electrification & Decarbonization proposals.
The NJPGA would like to thank Members who actively engage and urge Members who monitor Association activities to become active participants in guiding the LP Gas industry in New Jersey forward.

NPGA LEGISLATIVE UPDATE

It’s early August and a little over five months since EDGE Consulting was retained by the New Jersey Propane Gas Association (NJPGA) to lobby. With such a short tenure of representation and it being the middle of summer one might assume that there is not much to report.
The day EDGE Consulting registered as NJPGA’s lobbyist was the same day Bill S-3672 was introduced. The legislation directs the New Jersey Board of Public Utilities (BPU) to order the electric utilities to begin decarbonizing the building sector, with an early focus on converting “delivered fuels” – propane and heating oil – to electric heat pumps. The sponsor calls the legislation an “incentive.”
A few days after its introduction, the Bill was scheduled for a Senate Environment and Energy Committee hearing. The committee’s chair is Senator Bob Smith (D-Middlesex), the legislation’s sponsor and chief advocate in the New Jersey Legislature of “electrify everything.”
EDGE Consulting worked with NJPGA leadership and other interested parties to immediately deploy a PR campaign to assist with lobbying efforts in fighting the bill. As a result, the Bill was removed from the committee’s agenda, but can always be brought back for review. And that Bill isn’t the only vehicle Governor Murphy will use to try and implement building electrification.
A few weeks later NJPGA was confronted with another threat when legislation that banished trucks 10,000 lbs. GVWR (Gross Vehicle Weight Rating) or greater to the right lane only, was placed on the Assembly Transportation Committee’s agenda. Bill A-4470 is sponsored by Assemblyman Joe Egan (D-Middlesex). Assemblyman Egan never responded to numerous requests to meet and discuss his objective.
Foremost, this is a dangerous idea. Vehicles merging onto or off of the highway, or turning into or out of businesses would encounter a wall of trucks. The National Association of Motorists opposed the Bill on safety grounds. Additionally, this Bill would needlessly delay the efficient movement of commerce. Inexplicably, the Bill was released from the committee. Even more surprising was two of the three Republicans on the committee voted for the Bill.
After being released from the committee, the Bill was placed on the board list for the next voting session of the full Assembly in May.
EDGE Consulting reached out to lawmakers in both parties to express the concerns above. Legislators instinctively thought it was a bad idea. When the Democratic caucus met there was so much opposition that the Bill was removed from consideration. Again, this is Trenton so these political agendas can always find another way to resurface.
So, after three months and two fights, things would quiet down for the summer.
In early June the BPU announced they were submitting for public review a proposal by their staff to order the electric utilities to begin decarbonizing the building sector. There was a three-week period to provide comments. Then, on the Friday afternoon after the 4th of July, an agenda for the July 12th BPU meeting was released which included the electrification item. After public pressure, the item was removed but brought back for a special meeting on July 26th. At this meeting, the BPU Commissioners implemented the order. There is significant opposition to the action not only from Republicans. Democratic candidates in the most competitive districts in this fall’s mid-term legislative elections have come out in opposition.
If Bill S-3672 hasn’t passed, how can it be implemented by the BPU? Because Governor Murphy wants them to. And it is increasingly likely that the issue of electrification will be a focal point in this year’s campaign.
The Legislature adjourned after adopting the budget and will return after the election in November for the “Lame Duck” session. Lame Duck sessions are known for two things; a frenetic pace, and the unforeseen and never before thought of, becoming law.
Either way, the next few months will be as busy as the last. And EDGE Consulting will continue to fight for you and propane.

DERA Grant Applications OPEN!
Grants are an opportunity for propane marketers to partner with current and future customers to assist them in replacing diesel fleets with clean propane-fueled fleets. The Environmental Protection Agency’s (EPA) Diesel Emissions Reduction Act (DERA) provides funds to public and private organizations for the replacement of diesel-fueled engines and equipment. The deadline to apply is Friday, December 1, 2023. EPA will hold a webinar information session Tuesday, August 22, 2023, at 3 pm ET. To register for the webinar, please visit the DERA National Grant website.
EPA’S DERA National Grant is a competitive process awarding between 4-10 awards per EPA region, which is subject to the availability of the funds and quality of the applications received. Approximately $115 million in grant funds are available to support projects focused on reducing emissions from the existing fleet of older diesel engines.
