With the ongoing crisis that is the COVID-19 pandemic, we have maintained that the best course of action would be to hold this year's annual conference virtually. The NLADA Annual Conference will take place online November 10 - 13.
Our conference is the premier skills-building and knowledge-sharing event for the civil legal aid, public defense and public interest law communities. Save Black Lives
The Black Public Defender Association and the Center for Justice Research's new report, Save Black Lives: A Call for Racially-Responsive Strategies and Resources for the Black Community During the COVID-19 Pandemic, details why public health responses addressing COVID-19 must be centered on race and the criminal legal system.
The COVID-19 pandemic is disproportionately affecting the Black community, who are more likely to live in coronavirus hotspots. Black Americans also experience disproportionate incarceration rates, further increasing their chances of being exposed to the virus. With these issues in mind, the COVID-19 crisis presents an opportunity to simultaneously fight mass incarceration, racial inequality and the virus. Federal Policy Responses Proposed as Scale of Potential Evictions Crisis Becomes Clear
On Friday, the Centers for Disease Control and Prevention (CDC) issued an order asserting that preventing residential evictions is necessary to limit the spread of COVID-19 and temporary halting the eviction of any renter earning less than $99,000 per year.
If legal challenges to the CDC order are successful, an estimated 11 million evictions could be filed in the next four months. Data indicates that more than 16.9 million rental household are currently unable to pay rent in America, and that there are stark racial disparities in vulnerability to evictions, with Black renters almost twice as likely as white renters to report an inability to pay rent next month.
In July, the Housing Emergencies Lifeline Program (HELP) Act was introduced in Congress. If approved, it will provide $10 billion in Emergency Solutions Grants to fund legal representation of tenants in evictions cases, among other provisions. Even with the CDC order, access to legal representation will continue to be necessary, in order to ensure that families do not experience eviction in violation of the order.
