NLTA EXECUTIVE NOTES

March 5-6, 2026

Your Provincial Executive met in St. John’s on March 5, 2026, followed by a Joint Council Meeting on March 6. Executive Notes is a summary of discussions and decisions that occurred at these meetings.

President’s Report

Since the last meeting of Provincial Executive, the President has participated in several events and attended meetings in his capacity as President, including a meeting with Relationships First, a TARC Committee meeting and a School Safety Coalition Meeting. President Lambe also participated in a proclamation signing for Education Week with the Minister of Education, a Roots of Empathy Training Day and participated in Canada’s Agriculture Day. The President gave several media interviews on various topics, including several on the Tumbler Ridge tragedy and the impact on members in NL as well as Education Week and Teacher and Staff Appreciation Week. Business from Standing Committees

Table Officers

  • The NLTA will donate $2,500 to support the MUN Bachelor of Education (Primary/Education) as Second Degree Class of 2026. 
  • The NLTA will provide $500 to Education International in response to their urgent action appeal for Northeast Syria.

Membership Benefits and Services Committee

  • The NLTA will lobby the Employer to install or upgrade heating and cooling ventilation systems in all schools and classrooms, and the Association will submit the issue for discussion at the next School Board Teacher Liaison Committee meeting.

Executive Motions

  • The NLTA will advocate for the completion of safety inspections of school security measures and protocols by the Tactics and Rescue Units of the RNC and RCMP in all schools by the end of the 2025–26 school year.
  • The NLTA will proceed with replacing the 2-year term Administrative Officer position with a permanent Administrative Officer position, effective September 1, 2026.

Building Assessment Update

Provincial Executive and Joint Council received an update on a recent building assessment of the NLTA office located at 3 Kenmount Road. The assessment outlined recommended upgrades required to address health, safety and accessibility needs, along with the associated costs. It also included options related to purchasing or constructing a new building. Based on that information, Provincial Executive recommended, and Joint Council approved, that the NLTA proceed with the purchase of a new building suitable to the needs of the Association with a spending cap of $6 million and the NLTA budget for the 2025-26 budget year will be adjusted accordingly.

Association Priorities

Updates on the NLTA Priorities for 2025-27 were provided to the Provincial Executive and Branch Presidents for review, questions and comment. The priorities are: Workload Concerns (including Class Size, Composition, and Allocations); Services for Members (Protection, Well-Being, and Collective Bargaining); Retention, Recruitment, and Resourcing; Solidarity (Engagement, Education, and Communication); and Advocacy on and Response to Government Initiatives. The Association priorities are available here.

Advisory Motions

The following advisory motions were carried by Joint Council and will be considered by Provincial Executive:

  • That the NLTA advocate NLSchools for the SmartFind algorithm to ensure regular substitute teachers will get full days/multiple days ahead of partial time periods.
  • That the NLTA lobby government for the installation of vape detectors in schools to address the rising concerns of vape use in schools (giving particular attention to areas such as bathrooms/change rooms).
  • That the NLTA lobby government to fund, install/upgrade and maintain internal/external security cameras in all NLSchools and CSFP schools.
  • That the NLTA lobby the CSFP to implement PowerSchool 360 as a standardized reporting system for incidents related to school and classroom violence to ensure clear reporting procedures and accountability; and that teachers be provided access to all current and up-to-date ROI documentation related to students in their classrooms through the platform.
  • That the NLTA lobby the government to ensure all PA systems in schools are working and functioning properly this year (2026) and that the employer ensure adequate safety and maintenance of (e.g. locks, security, codes, cameras) systems are in place for the security of all stakeholders.
  • That the NLTA advocate for French Immersion class size caps to be equal to those of the English program.
  • That the NLTA request that the employer to provide adequate, secure and well-lit parking at all work sites.
  • That the NLTA lobby the NL government to extend the working days of student assistants to a full school day to support the students they work with, in order to address workload concerns for teachers who are required to assume these support roles when student assistants are not present.
  • That the NLTA lobby government/the employer to increase school budget allocations to reflect the current cost of maintaining and operating a school.
  • That the NLTA lobby the employer, in consultation with NAPE, for a more streamlined and timely process of hiring student assistants in schools. 
  • That the NLTA advocate for an updated special services Department Head ad that is actually reflective of the roles and responsibilities.

The following topics were reviewed and discussed by Joint Council: Outsourcing assessment; compressed days; Special Services department head; branch information; workload for teachers; professional growth; physical abuse in IRT setting; RTL; assessments; second chance mid-terms; lack of substitutes; janitor issues; emergency supply list; professional learning locations; and, milestone pins.

Next Meeting

The next meeting of Provincial Executive is scheduled for April 24-25, 2026, and will take place in Corner Brook.



The next meeting of Joint Council is scheduled for November 6-7, 2026, during which time the Province-wide Election Forum will take place.
