NM Counties 2025 Legislative Priorities

Hot off the press, the NMC Board has selected the legislative priorities for 2025:

1) HB2 Appropriations (Detention Reimbursement Fund, Courthouse Funding, Detention Recruitment Fund, Fire & Emergency Recruitment Fund, EMS Services, 700 MHz Radios

2) Attorneys - IPRA Improvements

3) Assessors - Equitable Disclosure

4) Commissioners - Humanitarian and Law Enforcement Resources to Address Border-Related Crime (title subject to change)

The following affiliate legislative initiatives were endorsed by the Board and can move forward by the affiliate:

  • Assessors - Increased Head of Family Exemption Deadline to Apply for Disabled Veterans' Exemption
  • Attorneys - Stature Revisions 7 County Government Obsolete Laws, State Should Pay for County Facilities Occupied by State Agencies, Legal Representation for Counties, Disposal of Personal Property
  • Clerks - Marriage license Fee Increase, Proposed Update to the Statistical Formula for Post-Election Audits
  • Commissioners - Behavioral Health Treatment
  • Fire & Emergency Managers - PERA Return to Work
  • GIS - Amendment to the Enhanced 911 Act, Census Edge District Mps for Public Bodies
  • Health Services - Work with OSI on Updates to the Health Care Consolidation Oversight Act
  • Treasurers - Changes to Installment Agreements for Delinquent Property Taxes

Affiliate Initiatives not supported by the Board, can be moved forward by individual respective counties:

  • Treasurers - Creation of Special Revenue Fund for County Treasurers

OBAE’s Grant Writing, Engineering and Planning program is urging tribal governments, local governments, rural telephone cooperatives and rural electric cooperatives to submit for assistance grants. There is still money available.

The NM Mortgage Finance Authority Has a New Look

NM MFA recently announced its rebranding, which now includes ‘Housing New Mexico’ and a new logo with an outline of the state, reminding everyone that the agency serves all of New Mexico. From people experiencing homelessness, to those celebrating the purchase of their first home, Housing New Mexico creates opportunity across the housing continuum. While the name is not officially or legally changing, the idea is for the agency to be recognized as Housing New Mexico.
