Emig De La Cruz

NMSHSA is proud to see that our very own Emig De La Cruz was interviewed for a segment on Florida’s Spectrum News Channel. We couldn’t think of anyone better to have been recognized on TV!

Emig is not only a farmworker, but she is an active and engaging MSHS parent that serves as an RCMA parent council member and takes every opportunity she can to advocate for her community.

María Teresa Ruiz

Former MSHS parent's new books

María Teresa's experience in early childhood education began as Migrant Head Start Parent when her oldest son was three years old. She pursued and obtained a Masters of Science in Interdisciplinary Studies, a Bachelor of Science in Psychology, and a Child Development Graduate Certificate to enhance her twenty-three years of practice in the field of early childhood education. She served in different capacities as an instructional para-professional and lead teacher for both federal and state preschool Programs.

Update: FY-22 Appropriations Omnibus Bill
Division H: Labor-HHS-Education

The Senate passed a $1.5 trillion omnibus spending package bringing the FY22 Appropriations process to a close. This is the first major federal spending legislation to pass during President Biden’s administration.

In summary:

  • Early childhood programs received an increase of $558 million above the FY21 enacted level.
  • The total allocation for Head Start is $ 11 billion, that represents an increase of $ 289 million above FY21.
  • $ 234 million allocated for COLA.
  • $ 25 million allocated to Designation Renewal System (DRS).
  • $ 52 million allocated to Quality Improvement (QI).
  • From the allocation to QI, $ 2.6 million are available for MSHS programs in addition to other MSHS funding increase.

Lastly, the legislation calls for a report to assess the Impact of the Federal Poverty Guidelines on MSHS.

  • Additionally, OHS is directed to issue guidance within 30 days of enactment of this Act on flexibilities MSHS programs can offer farmworker families with demonstrating income eligibility or residency.
