SCDRP November Partnership Meeting: Building a Climate-Ready Nation Through NOAA's IRA and BIL Investments

Missed the November Partnership Meeting? Read on for highlights of resources and information shared during yesterday's meeting:


  • Overview of NOAA’s Climate-Ready Nation Initiative 
  • The Equitable Climate Services Action Plan was enacted to ensure that NOAA’s climate services are fully accessible and relevant to underserved communities. 
  • NOAA is soliciting members of the Climate Services Advisory Committee. Read more in “Collaboration Corner”! 
  • The NOAA Inflation Reduction Act webpage contains information, announcements, and resources related to investments funded by the Inflation Reduction Act (IRA). IRA funded initiatives include: 
  • The NOAA Climate Resilience Regional Challenge. Projects funded include a $69 million award to the USVI Department of Planning.
  • The Climate-Ready Workforce. Projects funded include Climate Resilience Training to Implement Nature-Based Solutions in the Caribbean. $3,462,766 was awarded to the organization Protectores de Cuencas Inc., which will work closely with Horsley Witten Group to develop curricula and train new and existing workers. 
  • The Climate-Smart Communities Initiative is managed by a consortium of climate adaptation experts led by the Climate Resilience Fund. Learn more about how to get involved in the Climate-Smart Communities Initiative in “Collaboration Corner.”
  • Under the Regional Climate Data and Information: Community Heat Resilience Initiative, the Center for Collaborative Heat Monitoring in North Carolina will receive $2.3 million in funding to support community science observations and data collection on extreme heat so communities can observe, monitor and evaluate factors influencing heat risk at a local scale. 
  • Bipartisan Infrastructure Law  and Bipartisan Infrastructure Law Awards
  • Habitat restoration funding: The National Audubon Society received $499,000 in funding for the project “Co-creating Inclusive Community Resilience with Nature-based Solutions in the Coastal Carolinas.” The Society will work with coastal communities to identify and propose nature-based solutions that increase resilience to extreme weather and climate change. They will also hire community planners to support the process and help coordinate future restoration.     
  • The Department of Natural Resources Coastal Resources Division – Georgia Coastal Management Program received $1,345,554 to acquire property along Lanier Boulevard in Brunswick, Georgia. Under imminent threat of development, conservation of this property will be integral to safeguarding this vulnerable community from the compounded effects of coastal flooding, high tide flooding, sea level rise, and stormwater runoff.

Collaboration Corner & Partner Announcements

NOAA is seeking members of the new Climate Services Advisory Committee

The CSAC will advise the Under Secretary on the accessibility, effectiveness, and use of NOAA's climate services in preparing our nation for the impacts of climate change, consistent with the National Science and Technology Council's A Federal Framework and Action Plan for Climate Services and NOAA's Equitable Climate Services Action Plan. 

Applications and nominations are due December 20.



Climate-Smart Communities Initiative (CSCI)

The Registry of Climate Adaptation and Resilience Professionals is now accepting applicants that work in the field of climate adaptation and resilience, are committed to following best practices, and have a track record of high-quality results.

The CSCI is now accepting grant applications to help communities accelerate their climate resilience plans and projects



Join the Cohort

The NC Office of Recovery and Resiliency (NCORR) and the State Climate Office of North Carolina have launched the NC Planning for Extreme Heat Cohort to help local leaders protect health and safety. Cohort applications are open until December 4.

The University of Florida, Southeastern Coastal Center for Agricultural Health and Safety, and NIOSH are hosting a State of the Science Meeting on Health and Safety of Gulf Coast and U.S. Caribbean Fishers in San Juan, PR March 3-4, 2025. Impacts of climate change on our U.S. Caribbean communities is a focus.



NOAA is holding a virtual  Climate-Ready Workforce Symposium on December 3-5 featuring nine awardee teams from the National Climate Assessment ten regions.

Worcester Polytechnic Institute (WPI) seeks to hire a two-year Postdoctoral Research Associate to assist the NOAA Caribbean Climate Adaptation Network (CCAN), a climate adaptation partnership for the US Caribbean region. The position will be based in St. Thomas, US Virgin Islands, from July 2025 through July 2027 (Y4-Y5 of project).

Funding Spotlight

Mountains to Sea Graduate Research Fellowship

This opportunity is funded by NC WRRI and North Carolina Sea Grant. It is open to full-time graduate students at North Carolina’s colleges and universities. Proposed research should be conducted under the guidance of a faculty advisor. The funding amount is $10,000.

The deadline for proposals is December 16, 2024 at 5pm.


The Center for Heat Resilient Communities has opened applications for communities across the U.S. to get support to develop Heat Resilience Roadmaps. Selected communities will receive $10,000 and technical assistance to help them determine and communicate the impacts of extreme heat in their communities, assess their capacity to respond, and design a locally tailored blueprint for heat resilience. Organismal Response to Climate Change (ORCC)

This solicitation continues to accept full proposals that propose mechanistic studies of organismal response to climate change (ORCC) as a foundation that, when integrated with research at other levels of organization, will lead to a deeper understanding and better predictions of the integrity, the resilience, and the adaptation of biological systems to climate change.

Restoring Tribal Priority Fish Passage through Barrier Removal Grants | NOAA Fisheries 

This funding will support U.S. federally recognized tribes, Alaska Native Corporations, and tribal organizations in implementing fish passage work and building tribal organizational capacity. In collaboration with NOAA, selected partners will use these funds to build tribal organizational capacity and implement projects that reopen migratory pathways and restore access to healthy habitat for tribally-important species. Selected projects may also provide community and economic benefits, such as enhancing climate resilience by removing or improving aging infrastructure.

Climate Smart Communities Initiative

The CSCI is now accepting grant applications to help communities accelerate their climate resilience plans and projects.To be eligible for consideration, a community must be located in the United States and facing significant climate-related challenges, based on environmental as well as socioeconomic considerations. For the purposes of the grant program, a community must be represented by a community-based organization and a local, regional or Tribal government entity working collaboratively, and they must complete the application in partnership with an adaptation professional.

The initiative will be accepting grant applications into March of 2025, and expects to announce multiple awards in the summer of 2025.

NOAA Sea Level Calculator: This tool produces location-specific scenarios for sea level and flooding, as well as information about present-day and past conditions. Local governments and other practitioners can use the information to make informed decisions about strategic adaptation investments. The University of the Virgin Islands (UVI) is seeking applicants and internship partners for the new Professional Science Master (PSM) degree as part of UVI’s Marine and Environmental Science program (MMES).


The Georgia Climate Project (GCP) is seeking community input for two climate-focused conferences in 2025: Super South (April 15-17) and the Georgia Climate Conference (October 20-21). GCP is collaborating with partners to develop content for both conferences. Please complete this form to propose ideas for sessions or any other creative ideas for the conferences.


Registration and abstract submissions are now open for the Drought and Aquatic Ecosystems in the Southeast: Informing drought response and ecological resilience to future low-flow events workshop being held on January 7-9, 2025, in Raleigh, North Carolina. (Abstracts due November 22) 


NOAA’s Coral Reef Conservation Program is seeking input on the draft National Coral Reef Resilience Strategy. The draft National Resilience Strategy articulates the vision, purpose, and goals that will guide the work of the U.S. coral reef conservation community now and into the future. Submit comments by November 25, 2024. 


SECOORA is seeking feedback from their members, partners, and stakeholders on the Regional Coastal Ocean Observing System Plan for 2026-2030 to ensure that priorities align with local to regional needs.  Please fill out the survey to submit feedback by November 30th.

Natural Hazards Center: Disability and Disasters Award

The Disability and Disasters Award supports people with disabilities working in disasters, as well as those who care for, study, or advocate on behalf of those with disabilities. Natural Hazards Center: Mary Fran Myers Scholarship

The Mary Fran Myers Scholarship recognizes outstanding individuals who share Myers' commitment to disaster research and practice and have the potential to make a lasting contribution to reducing disaster vulnerability. At least one scholarship recipient each year will receive financial support allowing them to attend the Annual Natural Hazards Research and Applications Workshop. (Applications due December 2)

The Occupational Safety and Health Administration (OSHA) has developed a proposed rule to protect workers from extreme heat: Heat Injury and Illness Prevention in Outdoor and Indoor Work Settings. The comment period is open until December 30, 2024. Make your voice heard by providing recommendations or expressing support for this rule.
