Dear NOBLE Members,
As we continue our journey through this historic milestone year, I am honored to reflect on the extraordinary legacy and enduring impact of the National Organization of Black Law Enforcement Executives as we prepare to celebrate our 50th Anniversary and upcoming 50th Annual National Training Conference.
This milestone anniversary is far more than a celebration of years; it is a tribute to the vision, sacrifice, resilience, and commitment of the founders, past presidents, members, and supporters who built and sustained this organization over the last 50 years. Their leadership established a foundation that continues to inspire generations of public safety professionals across this nation and around the world.
As National President, it has been both humbling and inspiring to witness the continued strength, influence, and relevance of NOBLE through our collective work and engagement in communities nationwide. Over the past several weeks alone, NOBLE leadership and members have represented this organization with distinction at events and conversations centered on justice, leadership, history, and national service.
Earlier this month, NOBLE participated in meaningful engagements across the country, including hosting regional training conferences, the Wayne RESA Fireside Chat in Detroit, Michigan, and the 80th Anniversary Commemoration honoring Richmond’s First Black Police Officers in Richmond, Virginia. These moments reflected both the progress we have made and the history we must continue to preserve.
During National Police Week in Washington, D.C., from May 11–14, NOBLE leadership and members stood together in solemn remembrance and purposeful engagement as we honored the service and sacrifice of fallen officers and supported the families and communities they leave behind. Our participation included events hosted by the Department of Justice, FBI, DEA, ATF, IACP, and national leadership organizations who are also committed to public safety. As NOBLE, our commitment extends to ensuring the safety and protection of civil rights.
NOBLE leaders also participated in critical national discussions focused on protecting voting rights, public trust, officer wellness, technology in policing, and strengthening relationships between law enforcement and the communities we serve. These engagements reinforced NOBLE’s ongoing role as a national thought leader and trusted voice on issues impacting justice, equity, and public safety.
The Candlelight Vigil on the National Mall served as a powerful reminder that behind every badge is a family, a story, and a life dedicated to service. As we honored those who gave the ultimate sacrifice, we also reaffirmed our responsibility to lead with humanity, accountability, and courage during one of the most complex periods in modern policing.
Our upcoming 50th Annual National Training Conference will serve as a signature moment in NOBLE’s history. This conference will not only provide exceptional training, professional development, and networking opportunities, but it will also honor our legacy while helping shape the future of law enforcement leadership. Together, we will celebrate our accomplishments, recognize those who paved the way, and continue critical conversations centered on innovation, collaboration, constitutional policing, officer wellness, public trust, and strengthening our communities.
As we look ahead, may we never forget that NOBLE’s strength has always been rooted in courageous leadership, collective purpose, and an unwavering commitment to justice. The work before us remains significant, but so is our resolve.
We Are because They Were.
Because of whom we are, future generations will continue to rise.

CEO Symposium Recap: Leadership, Innovation, and Impact
The CEO Symposium brought together an inspiring group of leaders, innovators, and decision-makers for a dynamic exchange of ideas and forward-thinking dialogue. Attendees engaged in meaningful conversations centered on leadership, organizational growth, and the evolving landscape of today’s professional environment. The symposium provided a valuable platform for CEOs and executives to share insights, discuss challenges, and explore strategies that will shape the future of their respective industries.
Throughout the event, participants benefited from thought-provoking presentations, interactive discussions, and opportunities to connect with peers. The collaborative atmosphere fostered both learning and relationship-building, reinforcing the importance of strong leadership and collective progress.
We extend our sincere appreciation to all who attended and contributed to the success of this impactful event.

In case you missed it here’s what will be different at This Year’s 50th National Training Conference
As we continue to prepare to celebrate a historic milestone — the 50th National Training Conference — we are excited to share several important updates to this year’s schedule and overall conference experience. In honor of our golden anniversary, we have made thoughtful adjustments to enhance participation, improve flow, and elevate the overall impact of our time together.
Here are some of the key changes below:
🔹 Opening Plenary – Now on Saturday
This year, the Opening Plenary will take place on Saturday, rather than Monday as in previous years. Beginning the conference with our plenary session allows us to set the tone early, unify attendees from the start, and fully embrace the significance of our 50th convening.
🔹 Conference Registration – Begins Friday at Noon
Conference registration will open on Friday at 12:00 PM until 5PM and reopen on Saturday at 7:00 AM. We’ve adjusted the schedule to give everyone plenty of time to check in comfortably, avoid long lines, and ease into the Opening Plenary and conference activities with a smooth start to the weekend.
🔹 Memorial March – Moved to Sunday
The Memorial March will now be held on Sunday, rather than Saturday. This solemn and meaningful tribute will be followed by the Morning Service and Blessing of the Badge, creating a powerful and unified experience of reflection, faith, and recommitment to service.
🔹 New Member Orientation – Tentatively Friday Afternoon
New Member Orientation is tentatively scheduled for Friday afternoon. This will provide new members with a dedicated opportunity to connect, learn about NOBLE’s history and mission, and prepare to fully engage in the conference beginning Saturday.
🔹 Name Badge Ribbon Identifiers
This year, as part of the registration process, we will be identifying various groups within our NOBLE family — including new members, host chapter representatives, chapter presidents, past national presidents, and others — by placing a colored ribbon on your name badge.
These ribbons are designed to make it easier for members to connect, recognize leadership, welcome first-time attendees, and celebrate those who have helped shape our legacy. We encourage everyone to take a moment to greet someone new, thank a past leader, or connect with a chapter representative.
Our goal is to foster meaningful engagement, strengthen relationships, and ensure that every member feels seen, valued, and connected throughout the conference experience.
🔹 Dedicated NOBLE Vendors
In celebration of our 50th Conference, we will feature dedicated NOBLE vendors offering official merchandise, including:

The National Organization of Black Law Enforcement Executives (NOBLE) is proud to support the next generation of leaders in law enforcement and criminal justice. Scholarship applications are now open, but the deadline is next week for graduating high school seniors committed to pursuing careers in law enforcement.
Available scholarships include:

- Charles Fonseca Scholarship Award
- Bernard and Sylvia Davis Thompson Scholarship
- The Ulysses Brown Scholarship Fund
- The Ulysha Reneé Hall Scholarship Fund
Each scholarship is a one-time award recognizing students who demonstrate a strong commitment to becoming a sworn law enforcement officer, Special Agent, or serving in a related public safety profession.

West TN Chapter Hosts “Law & Your Community” Session for Delta G.E.M.S. Participants
On Saturday, March 28, 2026, the West Tennessee Chapter delivered its “Law & Your Community” program to 40 participants from the Memphis Alumnae Chapter of Delta Sigma Theta Sorority, Inc.’s Delta G.E.M.S. initiative.
The session offered an engaging and informative experience focused on increasing participants’ understanding of the legal system, civic responsibility, and the role of informed citizenship. Through interactive discussions and guided instruction, attendees explored how laws influence daily life and learned practical ways to navigate legal frameworks within their communities.
Organizers noted that the program aims to empower young people with knowledge and confidence, equipping them to make informed decisions and become active, responsible members of society.

CEO Symposium Highlights the Future of Public Safety Leadership
Law enforcement executives and public safety leaders from across the country gathered in Detroit for the NOBLE CEO Symposium to discuss the future of policing, community trust, crime prevention, and collaborative leadership. The symposium focused on innovative strategies, strengthening community partnerships, and advancing modern public safety practices.

Most of the impactful work we do happens in our 59 chapters in six regions throughout the United States, as well as among the members in Canada, the Caribbean, the United Kingdom, and several countries in Africa.

West TN Chapter Engages Community at Neighborhood Easter Festival
On April 3, 2026, members of the West TN Chapter proudly participated in the Austin Peay Station and Impact Baptist Church Ministries Neighborhood Easter Festival, continuing their commitment to community engagement and public safety outreach.
Throughout the event, chapter members meaningfully connected with families, engaged with parents, and met children where they were in a welcoming and positive environment. In addition to distributing Easter treats, members also shared practical safety tips and resources with attendees.
As part of the outreach effort, the West TN Chapter distributed more than 100 child fingerprint ID kits, providing families with an important tool they can keep on hand in the event of an emergency.
The event served as another opportunity for members to strengthen community relationships while promoting safety, trust, and service throughout the neighborhood.
