Dear NOBLE Family,
As we approach the Thanksgiving season, I would like to take a moment to reflect on the strength, compassion, and unity that define our NOBLE community.
Over the past few weeks, our hearts and prayers have been with our sisters and brothers in Jamaica as they faced the impact of the most devastating natural disaster in their history, Hurricane Melissa.
I am proud to share that NOBLE quickly mobilized to offer assistance, working alongside local partners and international contacts to help support recovery efforts. Your generosity through donations, outreach, and prayers has made a meaningful difference to families struggling to rebuild. Moments like these remind us that service is not just what we do; it is who we are.
Additionally, we continue to engage deeply with our membership through the Listening Sessions we are launching this year. These conversations will allow us to hear directly from you and the communities you serve. Our goal is to garner various ideas, concerns, and hopes for the future of NOBLE and our impact on policing communities. In the future. Your feedback is shaping our priorities, strengthening our programs, and ensuring that our work reflects the real needs of the communities we serve. We look forward to hearing your voice.
As Thanksgiving approaches, I am reminded of how grateful I am for this organization and for each of you. Whether you serve on the front lines, support our mission behind the scenes, or lift our work through advocacy and partnership, you are part of a collective effort that uplifts justice, equity, and public safety across the nation. I hope this holiday offers you time for rest, reflection, and connection with the people you hold dear.

NOBLE Participates in IACP 2025 in Denver, Colorado
The National Organization of Black Law Enforcement Executives (NOBLE) joined law enforcement leaders from around the world in Denver, Colorado, for the International Association of Chiefs of Police (IACP) Annual Conference, held October 18–21, 2025.
The conference brought together executives, public safety professionals, and industry partners for a series of meetings, workshops, and networking events focused on advancing policing strategies, leadership development, and community engagement.
During the conference, NOBLE hosted its Board Meeting and a special reception, providing members and partners with the opportunity to collaborate, share insights, and strengthen relationships within the law enforcement community.
NOBLE Vice President Mitchell Davis also served as a panelist on two IACP workshops: “Community Safety Requires Trust: Guidance for Applying the IACP Trust Building Campaign Across Public Safety Sectors” and “Strengthening Psychological Assessment Tools to Elevate Police Hiring and Promotion.” His participation highlighted NOBLE’s ongoing commitment to fostering trust, transparency, and innovation in public safety leadership.
NOBLE’s active engagement throughout IACP 2025 underscores the organization’s dedication to promoting equity, professionalism, and excellence in law enforcement both nationally and globally.

NOBLE to Host Webinar: “What is Corrections?” – Exploring Leadership and Reform
The National Organization of Black Law Enforcement Executives (NOBLE) invites members to join an engaging and informative virtual discussion titled “What is Corrections? Distinct Roles, Shared Goals: Understanding the Intersections of Leadership and Reform.”
Hosted by NOBLE’s Corrections Reform Committee, this dynamic session will explore the evolving landscape of corrections, focusing on leadership, collaboration, and reform efforts across diverse roles within the field.
The panel features accomplished professionals representing various aspects of the corrections system:
- Anissa De La Cruz, Warden, Central California Women’s Facility
- Demarcus Donald, Correctional Captain, Oregon Department of Corrections
- April Luckett-Fahimi, Undersheriff, Alameda County Sheriff’s Office
- Karen Reed, Chief Deputy Administrator, California Department of Corrections & Rehabilitation
- Marlon Washington, Chief Probation Officer, Marin County Probation Department
The conversation will be moderated by Tanzanika Carter, San Francisco Sheriff’s Office.
Participants will gain valuable perspectives on the shared responsibilities and challenges facing today’s corrections professionals and the innovative approaches shaping reform nationwide.

NOBLE Public Safety Summit Postponed
The National Organization of Black Law Enforcement Executives (NOBLE) has announced that the Public Safety Summit has been postponed to a later date. The event will take place at the Hilton La Jolla Torrey Pines, located at 10950 N Torrey Pines Rd, La Jolla, CA 92037.
The NOBLE Public Safety Summit brings together law enforcement leaders from across the nation to engage in meaningful dialogue about the future of policing and public safety. As public safety continues to evolve—shaped by technology, community expectations, and complex leadership demands—the summit provides a space for collaboration, reflection, and innovation.
Over the course of three days, participants will explore:
- Building trust and leading with integrity
- Practical frameworks for addressing today’s toughest challenges
- Collaborative solutions through peer engagement with chiefs, sheriffs, and command staff
Attendees will gain actionable insights, new strategies, and strengthened professional connections to help drive positive change in their agencies and communities.
This program is designed for public safety leaders shaping the future of the profession. Participation is by invitation only, and space is limited.

The Law and Your Community Presented at Georgia NAACP 83rd Annual State Conference
Georgia Chapter members Tina Daniel and Orrick Curry conducted a The Law and Your Community (TLYC) session during the Georgia NAACP 83rd Annual State Conference Convention in Atlanta on Saturday, October 11, 2025.
The interactive session engaged 35 attendees, including 20 teens and college students, in meaningful discussions on understanding their rights, responsibilities, and the importance of positive community–law enforcement relationships.

NOBLE Prairieland State Chapter Partners with Springfield Southeast JROTC Group to Present The Law and Your Community Program.
On November 8th, The National Organization of Black Law Enforcement Executives (NOBLE) Prairieland State Chapter, in partnership with the Springfield Southeast High School JROTC program, hosted a powerful “The Law in Your Community” presentation. The program successfully reached all five JROTC classes, engaging 49 students in meaningful dialogue about legal rights, law enforcement procedures, and personal safety.
Throughout the sessions, students were highly engaged especially during conversations that connected legal principles to real-life situations they might encounter in their daily lives.
A key highlight of the presentation was the discussion of the Supreme Court case Pennsylvania v. Mimms, which clarifies an officer’s authority to ask drivers to exit their vehicles during traffic stops. This explanation helped correct several common misconceptions and provided students with a clearer understanding of both citizen rights and the safety considerations that officers must take into account. Many students walked away with a more balanced perspective of how legal precedent shapes routine law enforcement practices.

Maryland Chapter Hosts Annual Bull & Oyster Roast
The Maryland Chapter hosted its annual Bull & Oyster Roast on Sunday, November 2nd, at Superior Catering Hall. Members and guests enjoyed an afternoon filled with great food, drinks, raffle prizes, and lively fellowship.
The event brought together chapter members, supporters, and community friends for a day of fun and connection — continuing a beloved Maryland Chapter tradition that celebrates camaraderie and community engagement.

The Hampton Roads Chapter recently hosted their first annual Sneaker Ball, bringing together members and supporters for an evening of fellowship, style, and celebration. Guests arrived in elegant attire paired with their best sneakers, creating a fun and vibrant atmosphere that reflected the chapter’s spirit of unity and innovation.
The event highlighted the chapter’s commitment to community engagement and member connection while setting the tone for future initiatives and gatherings.
