Dear NOBLE Members,


Thank you for your continued leadership and service to our communities and to the profession of law enforcement.


In September, NOBLE was honored to participate in the Congressional Black Caucus Foundation’s Annual Legislative Conference, an essential space for policy dialogue and coalition-building on issues that affect Black communities nationwide. Our members contributed to panels, briefings, and strategic roundtables examining community trust, youth engagement, technology governance, violent crime reduction, and officer wellness. We also joined critical discussions surrounding recent federal interventions in municipalities led by Black leadership and the reported deployment of masked Immigration Agents —developments that raise serious concerns regarding constitutional authority, transparency, and the equitable application of federal power.


Through these engagements, NOBLE reaffirmed its role as both practitioner and policy influencer…grounding public safety in constitutional integrity, community partnership, and justice for all.


In the weeks ahead, NOBLE will continue advancing our efforts at the Major Cities Chiefs Association and the International Association of Chiefs of Police Conference in Denver, Colorado, where we will host a NOBLE reception to connect members, partners, and allies in shared commitment to transformational leadership and equity in policing.


Following those events, we will convene our CEO Summit in San Diego, California, bringing together chiefs, sheriffs, public safety executives, and leaders from across the nation. This summit will focus -artificial intelligence, evidence- based strategies, emerging technologies, political headwinds, agency culture and wellness, and cross-sector collaborations—actionable tools that strengthen both our agencies and the communities we serve.


Across our six regions, NOBLE continues to stand at the forefront of the national conversation on justice, equity, and leadership in policing. I encourage you to remain actively engaged—attend regional meetings, contribute to committees, and share the best practices that exemplify the NOBLE standard of excellence.

Congressional Black Caucus Legislative Conference 2025: A Look Back


From September 24–28, NOBLE leadership, including National President Renee Hall and First Vice President Mitchell Davis, attended the Congressional Black Caucus Foundation’s Annual Legislative Conference (CBCF ALC) in Washington, D.C.


NOBLE kicked off the week by partnering with Axon to co-host a reception, where President Hall welcomed guests, partners, and constituents while sharing her administration’s key priorities.


Throughout the conference, NOBLE leadership attended panels, roundtables, and strategy sessions with congressional leaders, mayors, administrators, state elected officials, and community stakeholders. They also participated in sessions such as the African American Mayors Association Roundtable Discussion and the NABLEO Conference, reinforcing NOBLE’s collaborative engagement with national and local policymakers.


President Hall took part in the 17th Annual NCBCP Black Women’s Roundtable (BWR) Public Policy Forum Series, themed “Black Women Reclaiming Our Economic & Civic Power in Challenging Times.” The forum, in partnership with the CBCF, focused on elevating Black women’s leadership, expertise, and influence in addressing economic, educational, and social disparities, while unveiling the 10th Annual BWR/Essence “Power of the Sister Vote” poll results.

President Hall also met with the NAACP, emphasizing NOBLE’s continued advocacy for equity and justice at every level.

NOBLE to Host Board Meeting and Reception During IACP Conference

NOBLE will host its upcoming Board Meeting and Reception on Friday, October 17, 2025, during the International Association of Chiefs of Police (IACP) Conference in Denver, Colorado. Both events will take place at the Sheraton Denver Downtown Hotel.



The reception will provide an opportunity for NOBLE members, partners, and guests to connect and engage during one of the most significant gatherings in law enforcement.

North Florida Chapter Hosts “Law and Your Community” at Voorhees University


On August 23, 2025, members of the North Florida Chapter traveled to Voorhees University in Denmark, South Carolina, to present the Law and Your Community program. The session was conducted for 79 student-athletes, providing them with vital information on understanding their rights, engaging safely with law enforcement, and strengthening relationships within their communities.


The initiative reflects the Chapter’s continued commitment to outreach, education, and empowerment of young people. The student-athletes were actively engaged throughout the program, and the visit helped build meaningful connections between the organization and the university community.



This successful event underscores the impact of collaborative efforts and reinforces the importance of proactive education in shaping positive futures.

NOBLE is at the forefront of providing solutions to law enforcement and public safety issues and concerns, as well as to the ever-changing needs of communities they protect and serve. We are called upon by local, regional, and national media outlets to lend our voice, positioning NOBLE as thought leaders who create positive action. NOBLE President Renee Hall Featured on CNN’s First of All


On September 13, NOBLE National President Renee Hall appeared on CNN’s First of All with Victor Blackwell in a segment titled “In This Tense Moment, We Need to Talk.”


President Hall contributed critical insight on political tension, civil discourse, and public safety following the recent assassination of Charlie Kirk. She emphasized responsible leadership, de-escalation, and the importance of communication during polarized times—reflecting NOBLE’s mission and national leadership role.

While the national headquarters provides support and resources when needed, it is the boots on the ground approach of our more than 4,500 members that enables NOBLE to make a difference in the areas we care most about.

NOBLE Region II Training Conference Recap


The National Organization of Black Law Enforcement Executives (NOBLE) Region II hosted its 2025 Regional Training Conference on October 3–4, 2025, bringing together law enforcement leaders, public safety professionals, and community advocates for two days of transformational learning and engagement.


The conference featured dynamic sessions on AI innovation in policing, fraud prevention, financial wellness, workplace safety, and hemp regulation, along with interactive workshops on leadership development, community engagement, and youth outreach through The Law & Your Community program.



Since 1976, NOBLE has been providing solutions to issues in Black law enforcement. Today, we are more than 4,500 strong, and our reach extends beyond the 60 chapters in the United States to Canada, the Caribbean, and Africa.


NOBLE members are servant leaders and change agents in their communities – and equally important, their membership gives them access to a network of like-minded professionals, diverse training opportunities, and a host of other valuable resources.
