Greetings, NOBLE members and supporters!


It is with deep gratitude and great humility that I write to you as the 48th President of the National Organization of Black Law Enforcement Executives (NOBLE). Serving in this role is an incredible honor, and I am committed to advancing the mission of NOBLE at this pivotal time in our nation’s history.


For nearly 50 years, NOBLE has stood as the conscience of law enforcement, dedicated to equity in the administration of justice. Together, we have built a legacy of leadership, advocacy, and service that inspires change in communities across the country and around the world. I am proud to continue the legacy of those presidents who came before me, carrying forward their vision while opening new pathways for the future of law enforcement leadership.


As President, I will focus on several key pillars: restoring trust in law enforcement; strengthening leadership development; advancing partnerships; reimagining justice through policy advocacy; reinforcing organizational excellence and global partnerships; and prioritizing wellness, resilience, and mental health for our officers. These guiding principles will shape our path forward as we confront the challenges of today and embrace the opportunities of tomorrow.


I am excited to work alongside our newly elected Executive Board and each of you—our dedicated members, staff, donors, and partners. Your commitment and support are what make NOBLE a powerful force for justice and change.


Together, we will continue to stand strong in our mission, lead with integrity, and serve with purpose. Thank you for your trust and your partnership in this vital work.

The National Office, in collaboration with Past National President Jeffrey D. Glover, is honored to present the 2024–2025 Impact Report. This comprehensive document reflects the goals established during President Glover’s tenure and the significant achievements realized following the 48th National Conference.


This report highlights NOBLE’s progress, the voice we’ve raised on issues of national importance, and the meaningful impact of our chapters in their communities.


NOBLE Concludes 49th Annual National Conference in Hollywood, FL


The National Organization of Black Law Enforcement Executives (NOBLE) proudly wrapped up its 49th Annual Training Conference and Exhibition in Hollywood, Florida. This year’s gathering brought together law enforcement leaders, public safety professionals, community partners, and supporters from across the nation for a week of training, collaboration, and impactful discussions.


The conference featured dynamic keynote speakers, timely workshops, and engaging panels focused on strengthening community trust, advancing equity in public safety, and preparing the next generation of leaders. Members also had the opportunity to participate in networking events, professional development sessions, and NOBLE’s signature community outreach programs, including The Law and Your Community.


NOBLE extends sincere gratitude to all attendees, sponsors, and partners who helped make this year’s conference a success. The passion and dedication displayed in Hollywood, Florida will carry forward as we continue our mission to ensure equity in the administration of justice.

NOBLE Hosts “The Law in Your Community” in Brooklyn


On July 31, the National Organization of Black Law Enforcement Executives (NOBLE) presented “The Law in Your Community” at the Kings County Supreme Court in Brooklyn, New York. The two-hour program brought together nearly 50 high school and college interns to learn about proper engagement with law enforcement and a clearer understanding of federal, state, and local laws.


Presenters included Yvette Strong-Banks, NOBLE Region I Trainer; Karen Smith-Moore, retired NYPD Detective; Wayne Powell, retired Court Clerk and CEO of Smile 4 Life Security Protection Corporation; and Ernest Owens, retired Major II with the New York State Court Officers. Topics covered traffic stop protocols, communication strategies, and addressing unprofessional conduct by officers, with an emphasis on cooperation and de-escalation.


The Honorable Deborah Dowling also attended, underscoring that understanding protocols during police encounters is essential to preventing conflict and ensuring safety.


NOBLE is at the forefront of providing solutions to law enforcement and public safety issues and concerns, as well as to the ever-changing needs of communities they protect and serve. We are called upon by local, regional, and national media outlets to lend our voice, positioning NOBLE as thought leaders who create positive action. NOBLE President Speaks Out on Federal Oversight of D.C. Police


NOBLE National President Renée Hall recently joined NewsNation to address concerns over federal oversight of the Washington, D.C. Metropolitan Police Department.

She emphasized three key points:

  • Trust Local Leadership: Mayor Bowser and Chief Smith have built credibility and strong community ties.
  • Facts Over Fear: Violent crime in D.C. is down significantly — homicides dropped 19% and overall violent crime 26%.
  • Collaboration, Not Disruption: Real progress comes from federal, state, and local leaders working together with the community at the center.

Executive Director


Mr. Dwayne Crawford, Executive Director, provides visionary leadership for NOBLE, guiding member support, programs, finance, operations, events, and long-term planning. He works closely with the Executive Board, committees, and chapters to strengthen engagement and align efforts with NOBLE’s mission. Crawford also leads the headquarters team, drives growth through fundraising and sponsorships, and advances NOBLE’s vision for equity, justice, and excellence in law enforcement and the communities it serves.



Deputy Director


Mrs. Rogow, Deputy Director, manages the daily operations of NOBLE’s World Headquarters, overseeing strategic planning, events, fundraising, finance, human resources, communications, and overall organizational functions. She develops office policies, supervises staff, and builds strong relationships with vendors and stakeholders, helping to ensure efficiency, accountability, and a welcoming spirit across NOBLE.




Melissa Thompson


Ms. Thompson, Programs and Training Manager, designs and delivers initiatives that advance NOBLE’s mission, including trainings, webinars, and conference workshops. She collaborates with committees such as Education and Training, Women’s Empowerment, and Youth to create engaging opportunities for members. Thompson also manages grants, supervises contractors, and builds partnerships to strengthen NOBLE’s financial sustainability and expand its impact.





Sarah Johnson,


Ms. Johnson, Membership Manager, oversees all aspects of NOBLE’s membership operations, including renewals, records, by-laws, and new applications. She also coordinates job postings and supports the creation of new chapters, helping expand NOBLE’s reach and strengthen its national network.



Deidra Montgomery


Ms. Montgomery, National Project Coordinator, supports NOBLE’s conferences, programs, and membership services. She manages registration systems for the CEO Symposium and Annual Conference, including website setup, payments, invoicing, and on-site coordination. She also oversees exhibits, sponsorships, training certificates, and conference materials, while providing event-related membership support. In addition, she helps administer The Law & Your Community program by processing trainer background checks, tracking events, and maintaining records.

Earlene Woods-Reynolds


Mrs. Woods-Reynolds, Project Manager for The Law and Your Community (TLYC), leads NOBLE’s signature program designed to strengthen communication between citizens and law enforcement through its three pillars: Citizenship, Law Literacy, and Law Enforcement Engagement. She develops partnerships, maintains the curriculum, supports facilitator certification, and oversees event reporting to highlight the program’s impact nationwide.



Ngalla Barry


Ms. Barry, Staff Accountant, manages NOBLE’s financial processes, including membership and registration payments, vendor invoices, and financial records. She supports leadership in sustaining the organization’s financial health.



Shantel Miller


Ms. Miller, Sr. Administrative Support Specialist, provides support across membership services, conference registration, and accounting while managing daily office operations. She works with the Scholarship, National Awards, and Civil Rights Committees to coordinate key initiatives, supports the Executive Team, and leads the development of NOBLE’s monthly newsletter.

Since 1976, NOBLE has been providing solutions to issues in Black law enforcement. Today, we are more than 4,500 strong, and our reach extends beyond the 60 chapters in the United States to Canada, the Caribbean, and Africa.


NOBLE members are servant leaders and change agents in their communities – and equally important, their membership gives them access to a network of like-minded professionals, diverse training opportunities, and a host of other valuable resources.
