We are just a few days away from the opening of this year’s William R. Bracey CEO Symposium in Detroit. Our theme, Stronger Together: Reducing and Preventing Crime Through Strategic Partnerships and Collaborations, reflects our commitment to expanding partnerships and working across sectors to help make our communities safer and stronger. I am excited about the array of workshops on prevailing issues and the slate of dynamic guest moderators, panelists, and speakers who will be sharing their expertise with us. I am sure you saw our message following the school shooting in Nashville. Like you, the continued violence and threat to the safety of our communities – especially our children – breaks my heart and compels me to work even harder to advocate for stronger gun laws. Please join me in rallying Congress to pass common sense legislation that protects lives. Specifically, that legislation should include a ban on assault weapons and high-capacity magazines, require comprehensive background checks, and prohibit permit-less carry.
Additionally, as guns have become the leading killer of children, with more than 4.6 million children in this country living in homes with unsecured guns, NOBLE must continue to educate our communities about the importance of safe gun storage. After seeing this startling statistic and reading about the many deaths and injuries of young children due to unsecured guns in homes, I decided to make safe and secure gun storage one of my pillars. I am asking each chapter to share this message with their community and help prevent gun deaths of children and adolescents. If you need the support of the national office staff to become an active part of our It Starts at Home initiative, please do not hesitate to contact us. If you wish to conduct a community initiative around safe gun storage, the national office can assist you with toolkit information and free gun locks to distribute at your event.

South Carolina Chapter Approved
|
The South Carolina Chapter was proposed and approved by Region III Vice President Robert Ford at the February 2023 Board Meeting.
As the organization has more than 50 chapters and 4,000 members, Captain Aaron Dobbs hopes the South Carolina chapter’s impact will reach past state lines. Learn more here .

CEO Mentoring Program Applications Now Available
|
NOBLE established the Mentoring Potential Chief Executive Officers (CEOs) Program for aspiring CEOs in July 2006. The concept is a mentoring model that will prepare law enforcement executives for leadership positions and improve their chances of effectively leading law enforcement agencies. The program’s primary goal is to help minority law enforcement aspiring executives overcome professional development and career progression challenges.

Program Effectiveness:
Since 2008, 30 law enforcement executives have graduated. Seventeen (56 percent) have become law enforcement CEOs.
- Twenty-eight graduates (93 percent) have been promoted or appointed to a higher rank.
- One hundred percent of the 17 graduates who pursued a law enforcement CEO job have been successful.
- Of the 17 successful law enforcement CEOs, 15 were hired on their first attempt.

Innovative Recruitment Approaches to Build the Pipeline of Public Safety Professionals with BJA
|
NOBLE is partnering with the Institute for Intergovernmental Research (IIR) on its proposal for funding for the Bureau of Justice Assistance (BJA) Category 1, VALOR Officer Safety and Wellness Training and Technical Assistance Program (O-BJA-2022-171210), the flagship program of the Preventing Violence Against Law Enforcement Officers and Ensuring Officer Resilience and Survivability Initiative.
As a partner, NOBLE will work to promote positive law enforcement and community relationships that support the recruitment of future public safety professionals.

Innovative Approaches to Making the Road a Safer Place for Everyone in Partnership with General Motors (GM) OnStar
NOBLE is partnering with GM/OnStar to develop, implement and identify innovative approaches to make the road a safer place for everyone. NOBLE will conduct internal and external trainings and work with GM/OnStar’s multicultural team to ensure equity.

Innovative Approaches to Advancing Traffic Safety and Enforcement with the John Hopkins Bloomberg School of Public Health
The partnership with the John Hopkins Bloomberg School of Public Health is being established to meet the goals set forth by the National Highway Traffic Safety Administration to address speed management and enforcement. NOBLE is committed to advancing law enforcement’s role in securing quality of life and sustainable communities for all people and supports harm reduction through effective traffic safety and enforcement.

We have been on the move – attending public meetings and panel discussions as well as talking with federal, state and local law enforcement officials and federal elected officials – in an effort to advance NOBLE’s work.

Region I: Metro New York Chapter
|
|
In celebration of MLK Day, the Metro New York Chapter hosted New York City youth for a day of mentoring in Albany.
|
|

Region II: Northern Virginia Chapter
|
|
The Northern Virginia Chapter celebrated Black History Month by supporting F45 Training Fairfax Corner, a Black-owned fitness center that specializes in using different energy systems to increase endurance. F45- Functional is a mix of circuit and high-intensity interval training workouts that are designed to help improve everyday movement, burn fat, build muscle and boost metabolism.

Region III: Central Florida Chapter
|
|
Director Edie Darling, a chapter member, was the keynote speaker at the Martin Luther King Jr. Events and Scholarship Foundation, Inc., luncheon in Tarpon Springs. Ms. Darling received a special recognition award for her participation.

Region IV: Metro Detroit Chapter
|
|
The Metro Detroit Chapter hosted a meet-and-greet and recruited two new members.

Region V: Houston Chapter
|
|
February 16, 2023 – Law and the Community: A WIN-WIN Event - a youth engagement event that provided an opportunity for students to interact with local police officers while enjoying a celebrity baseball game. Travis Scott’s Cactus Jack Foundation sponsored the baseball game at Minute Maid Park.

Region VI: Arizona Doeg Nelson Chapter
|
|
On February 2, 2023, the Tempe Police Department and Arizona State University (ASU) participated in the Doeg Nelson Chapter’s “Real Talk: Your Voices, Your Choices,” part of a roundtable series. The event was attended by approximately 60 students from the local school district, teachers, school administrators, the Tempe Union School District director of safety and security and hosts – ASU staff and leadership – as well as Tempe Police Department personnel, including Police Chief Rashidi Johnson, who is also the Doeg Nelson Chapter president, and NOBLE National Second Vice President Jeffrey Glover.

From Surviving to Thriving: Alcoholism in Black Law Enforcement
Law enforcement exposes officers to high levels of stress and trauma. Some studies have shown one in four police officers struggles with using a alcohol or drugs as a coping mechanism. NOBLE's Safety & Wellness Committee is hosting a webinar to discuss alcoholism among Black law enforcement, prevention, intervention and how agencies can help. To learn more, click here.

NOBLE Celebrates and Acknowledges Their Successes!

Congratulations Second VP Jeffrey Glover
Governor Katie Hobbs appointed Colonel Jeffrey Glover as director of the Arizona Department of Public Safety (DPS). Endorsed by the Arizona Senate Director Nominations Committee, Colonel Glover worked for Tempe Police for the past 22 years, becoming the first African American chief in 2020. He is the first African American director of DPS.
Colonel Glover is a proponent of community involvement and education. He also provides instruction on various topics including leadership, ethics, and professionalism, team dynamics, fair and impartial policing, health and wellness and safety through communications training.
Colonel Glover is NOBLE's second national vice president. He is a board member for Mothers Against Drunk Driving (MADD) and the co-chair of the MADD Traffic Safety Committee. Colonel Glover also serves on the International Association of Chiefs of Police Crime Prevention Committee.

NOBLE Women’s History Month Spotlight
Recently assigned as commanding officer of NYPD’s newly restructured Counterterrorism Division, Assistant Chief Judith Harrison continues to make history, as she has done throughout her 26-year career. The first woman to command Brooklyn’s North Borough, Chief Harrison says her mentors opened doors for her – and she vows to support and mentor other women as they join the department and rise to positions of leadership. Kudos, Assistant Chief Harrison!
