Greetings, Team NOBLE!


As we prepare to welcome a new leader, the time is appropriate for me to applaud you for the work that you have done in the past year to advance NOBLE’s goals and to support me in transformative work. 


In addition to overhauling our website, reintroducing the membership portal, and completing renovations to our national headquarters building, this year we worked together to move the needle in NOBLE’s focus areas, and I want to share a few details: 


It Starts at Home – This program is aimed at creating awareness around gun safety and storage. NOBLE forged a partnership with Everytown, and during one of our community events, we not only educated Baltimore residents about how to keep their families safe with weapons in the house, but we also gave away 1,000 free gun locks. 



Recruitment and Retention – We know that law enforcement recruitment has become more difficult, but NOBLE remains committed to increasing diversity in the profession. I am proud that NOBLE was among the first organizations to partner with 30 x 30, an initiative dedicated to increasing the number of female law enforcement professionals by 30 percent by 2030.  


“The Talk” – As part of our commitment to the community, NOBLE is seizing opportunities to have meaningful conversations with young people about topics that impact them. In the past year, we have had six “talks” in six cities with nearly 550 youth and parents about subjects ranging from gun violence to mental and community resources. 

I am proud of what we have done this year. I am grateful that each of you is a part of NOBLE, and I appreciate your hard work, dedication, and commitment to advancing our organization’s ideals. 


On a final note, we are just a few, short days away from the 47th Annual Conference. Our theme, Stronger Together: Reducing and Preventing Crime Through Strategic Partnerships and Collaborations, reflects our commitment to expanding partnerships and working across sectors to help make our communities safer and stronger. I am excited about the array of workshops on prevailing issues and the slate of dynamic guest moderators, panelists, and speakers who will be sharing their expertise with us.If you have not registered to attend register onsite – you do not want to miss this opportunity to network and learn with other leading law enforcement organizations and participate in some community-focused activities. Please be sure to take a look at the Events section of this newsletter for more details about the conference agenda and speakers. 


Serving NOBLE as the national president has been an honor. As law enforcement, we have borne witness to some difficult days during the past year. But each time tragedy struck, I was proud to see how my brothers and sisters in blue rose to the occasion, bringing high ideals and a commitment to holding the badge to a high standard of integrity in our engagement with our communities.  


As I leave this role, I do so with confidence that NOBLE will be in the capable hands of new leadership and will continue to make a positive difference in the lives of its members and the people we serve. 


I am grateful for all you do. I look forward to seeing you soon in Cleveland!

NOBLE Relaunches Justice By Action Podcast

Justice By Action is a show conceived by the NOBLE leadership to introduce the community-at-large to transparent police reforms, data driven policing statistics about sound and equitable strategies that address over-policing in African American communities, and strategies to make communities safer through developing sustainable community/law enforcement partnerships.



In this episode, our esteemed guest, Charles Ramsey, shares an innovative approach to reducing gun violence significantly across the nation. He provides results-oriented solutions that will revoluntionize law enforcement practices and create tangible results.

NOBLE President Brenda Goss Andrews is joined by ATF Director Steven Dettelbach on this episode of Justice by Action to discuss the rising tide of gun violence in America. They highlight the urgency of regulating firearm importation and cracking down on smuggling, while emphasizing the need for community involvement in this compelling fight against gun violence.

The Law and Your Community (LAYC)

On Sunday, May 21, the Dulles Leesburg (VA) Alumni Chapter of Kappa Alpha Psi, Inc., hosted a Law and Your Community event at the Lightridge High School in Loudoun County. Approximately 30 students attended the event and engaged with the presenters.

Thanks to Darrell Haley; Tiara Goode; Dorian Lambert; Lance Farquharson; Richard Oakley; Sam Shenouda; Vice President Milton Castelle; and chapter members for their support. Metro DC Chapter President Brian Harris and Fontaine Lane were also in attendance.

"The Talk"

Part of NOBLE’s commitment to the community is providing a platform for young people to interact with and build relationships and trust with local law enforcement. 

As part of that effort, NOBLE leadership and members created a forum, called “The Talk,” where they meet with local students and have critical conversations about law enforcement-community issues and other matters that make a difference in the lives of our youth.

President Goss Andrews most recently participated in the "The Talk" in Washington, DC, wth a group of private cadets.

On June 5, Sheriff Melody Maddox represented NOBLE at the House of Representatives Gun Violence Prevention Task Force Forum. It was NOBLE’s honor to provide a law enforcement perspective committed to addressing the pervasive nature of gun violence and its horrific impact on communities across America.

NOBLE's 2023 CEO Symposium in Detroit, Mich., was the backdrop for hundreds of chiefs, commissioners and federal, state and local agencies from across the country to convene and talk about prevailing issues in law enforcement. Watch the highlight reel.

Most of the impactful work we do happens in our 54 chapters in six regions throughout the United States, as well as among the members in Canada, the Caribbean, the United Kingdom, and several countries in Africa. 

While the national headquarters provides support and resources when needed, it is the boots on the ground approach of our more than 4,000 members that enables NOBLE to make a difference in the areas we care most about.

Region I: Metro New York Chapter

On May 8-9, 2023, NOBLE Western New York Chapter presented the "Law and Your Community" in conjunction with Red Creek School District's "Effects of Drunk Driving Scenario" in Red Creek, NY.

Region II: Washington Metropolitan Chapter

The Washington Metropolitan Chapter participated in a Christmas in April event. Christmas in April, a non-denominational volunteer organization that repairs the homes of senior citizens so they may live in warmth, safety, and independence relies on the community for support to repair the homes and seeks funding from businesses, corporations and individuals.

Region III: Georgia Chapter

On May 4-6, 2023, the Georgia Chapter hosted the Region III Biannual training conference in Atlanta and also recognized the Clark Atlanta University Collegiate Chapter graduates.

Region IV: Northern Illinois Chapter

On June 19, 2023, the Northern Illinois Chapter  participated in a youth conference and flag raising ceremony at the invitation by the City of Aurora and the African American Heritage Board. In three breakout sessions, we discussed the importance of Black police officers and NOBLE as an organization with approximately 80 engaged youth.

Before the flag raising, NOBLE members were presented The Juneteenth Heritage Award for building upon the treasured history of our culture by educating and empowering our youth at the 2023 Aurora Juneteenth Youth Summit.

Region V: Houston Chapter

On May 7, 2023, NOBLE Houston, in partnership with AAPOL (Afro-American Police Officer’s League) and AASDL (Afro-American Sheriff’s Deputy League), hosted the Blessing of the Badge event at Antioch Missionary Baptist Church. This event usually is held at the start of Police Week (May 15) and honors our nation and state’s fallen peace officers. During this year’s event, we honored one of NOBLE’s founding members, Dr. Mayor Lee P. Brown with proclamations from the City of Houston’s Mayor Sylvester Turner and U.S. Congresswoman Sheila Jackson-Lee.

Region VI: Washington State Chapter

Felicia Cross, community engagement director of the Seattle Community Police Commission and member of the Washington State Chapter in Region 6, was the keynote speaker of the Community Police Dialogue Session at the Dubai Community Police Conference in Dubai. The conference gathered Dubai police senior officers, heads of security from key communities, including residential, educational establishments, commercial and entertainment communities, and technology experts, to share knowledge on the best strategies to effectively strengthen security through partnerships between Dubai police forces and society members.

Cybersecurity threat in the United States

On July 13, 2023, the White House issued the first iteration of its National Cybersecurity Strategy Implementation Plan. The two overarching goals of the Implementation Plan are to address the need for more capable actors in cyberspace to bear more of the responsibility for cybersecurity and to increase incentives to make investments in long-term resilience. The plan will be updated annually.

CISA Strategic Plans

The Cybersecurity and Infrastructure Security Agency’s (CISA) 2023-2025 Strategic Plan is the agency’s first, comprehensive strategic plan since CISA was established in 2018. This is a major milestone for the agency:The CISA Strategic Plan will focus and guide the agency’s efforts over the next three years.

While the strategic plan highlights CISA’s overall measurement approach and representative outcomes for each objective, the agency is developing internal measures of performance and effectiveness to better track progress toward reducing risk and achieving its goals.
