A Message from NOTO's Executive Director

I wanted to take a moment today to thank all of you who reached out this week with feedback, updates and questions. Those calls and emails really help me to stay on top of issues and maintain the pulse of what is happening on the ground.
That being said, I would like to encourage our moose and bear outfitters to drop me and email, or give me a call.
I know that our moose outfitters have received their allocations for 2022 and as most of us suspected we are continuing to see reductions in tourism allocations in a number of WMUs as MNRF dives deeper into the implementation strategy that was the result of the moose project a number of years ago. I am encouraging you to continue to reach out to me with your questions and comments so that I can ensure I am well informed in future conversations with MNDMNRF (Ministry of Northern Development and Mines, Natural Resources and Forestry).
I haven't heard from too many more bear outfitters and without doing another survey I'd like to get a sense of how your fall hunts went and if you were able to see any of your US guests.
Our Canada-US border survey will remain open until the end of October so that we can capture fall hunts as well as our summer season activities. If you haven't completed the survey yet, here is the link: Canada-US Border Survey
This week NOTO and TIAO met with Minister Rickford's staff to make our request for crown resource fees to be waived for 2022. NOTO has been successful in getting those fees waived for 2020 and 2021 and we are hopeful that Minister Rickford will extend this for 2022. We will have more on this in the days and weeks to come.
I also want to take a moment to put a plug in for the Tourism SkillsNet North Program. If you are an employer that has rehired or hired new staff or have increased an employees hour from part time to fulltime since June 1st, 2021 this program can help. For those employees, you can be provided a 30% wage subsidy.
I know that they may be almost done their work with you but if you and/or they are interested in building on their skillset and professional development, there are a number of excellent courses that are being offered online for FREE. If they have completed their season with you, they can still complete the online training. Look at it as a way to retain them for next year by offering them the training opportunity. Also look at the opportunity to grow their skillset and develop a workforce of well-rounded folks that can be ready for a number of entry level positions as line cooks, housekeepers, dockhands, or front desk staff.
With the labour pool challenges that we continue to face in tourism, we can't just go season by season to find staff. We need to continue to find ways to build tourism back up as a career choice and grow our workforce. We are currently anticipating our meetings with the Federal Government to ramp up again in the coming weeks post election. We must ensure that which ever party is successful, we are at the table pushing the needs of the tourism industry forward so that each and every one of us can reach that road to recovery.

Call for Nominations - Two Weeks Remain*
Join NOTO's Board of Directors!
On behalf of the Board of Directors, we are calling out to all camp operators who are members of NOTO to encourage you to consider putting your name forward for a seat on our Board. It is important for this organization to have a Board that is representative of its members; a Board that can set the goals and objectives of the organization while ensuring they are responding to the needs of the industry. Help us support the growth of resource-based tourism in Ontario!
The following number of seats are available in each of our four electoral regions this year:
- Northwest: 1
- North Central: 1
- Northeast: 2
- South: 3
In order to stand for election, you must be a paid-up Regular member. You can nominate or run only in your own region. Each nomination must be endorsed by two camp operators from your region. The nomination form can be found by clicking the following link: https://noto.ca/fm/2021NominationForm
Completed nomination forms should be returned to the NOTO office by email, FAX or mail by September 30, 2021. Once the nominations are received, ballots will be prepared and sent to the membership electronically. You will also be able to vote by mail or FAX up to 24 hrs before the Annual General Meeting. NOTE: The AGM will be held virtually this fall and the date will be announced soon.
We encourage you to consider putting your name forward to run for the NOTO Board of Directors. In general, NOTO Board members meet by conference call once a month for approximately 2 hours with the exception of the operating season where calls are held less frequently.

Ontario Moves ahead with Vaccination Certificate Requirement for Certain Business Settings
Earlier this week, we reported that Ontario will officially begin implementing Vaccination Certificates or Proof of Vaccination requirements on September 22nd. This measure will be followed up with an app on October 22nd that is expected to make it easier for businesses that must verify proof of vaccination of their patrons.
Since this report, the Ontario Ministry of Health has provided more support and guidance for businesses.
In case you missed it, here is the information we sent out earlier this week:
Today (September 14, 2021) the Ontario Government presented their guidance and regulations surrounding the Vaccine Certificates and proof of vaccination which will be implemented next week. This means that as of September 22, 2021, patrons will be required to be fully vaccinated and provide proof of their vaccination status as well as proof of ID to enter certain businesses and organizations. The focus will remain on higher-risk indoor public settings.
Highlights from these documents released today are as follows:
Purpose of implementing these additional health measures are:
- Limiting COVID-19 transmission and outbreaks
- Encouraging vaccination
- Supporting Ontario's businesses in remaining open
General Guidelines:
- proof of vaccination rules are for patrons only, not staff, businesses can implement their own proof of vaccination policy if not covered by these regulations, but need to seek their own legal advice.
- Other public health and workplace safety measures will still apply, including masking, screening, and contact tracing.
Note: NOTO will be working with industry colleagues to seek legal advice and develop templates to support businesses who wish to put their own proof of vaccination policies in place for staff.
In order to be considered "fully vaccinated", patrons must have received:
- The full series of a COVID-19 vaccine authorized by Health Canada, or any combination of such vaccines (Pfizer-BioNTech, Moderna, AstrZeneca, Johnson & Johnson)
- One or two doses of a COVID-19 vaccine not authorized by Health Canada, followed by one dose of a COVID-19 mRNA vaccine authorized by Health Canada
- Three doses of a COVID-19 vaccine not authorized by Health Canada
- They received their final dose of the COVID-19 vaccine at least 14 days before providing the proof of being fully vaccinated.
- Trial vaccines will NOT be accepted
Proof of Vaccination:
- Proof of vaccination can be shown on paper or on mobile device (e.g., PDF)
- Accepted ID does not need to be photo ID – only requires name & DOB (information must match proof of vaccination document)
- Accepted forms of ID:
- Birth certificate
- Citizenship card
- Driver's licence
- Government-issued ID card (Ontario issued or other), including health card
- Indian status card/indigenous membership card
- Passport
- Permanent resident card
- The patron must provide proof of being fully vaccinated and proof of ID at the point of entry to the required setting

Patrons cannot pre-display or upload proof of vaccination: no data retention of data allowed

The business or organization must review and confirm proof of ID and vaccination – they are responsible for ensuring they meet the requirements to check for proof of vaccination and ID from patrons
- The patron seeking entry is solely responsible for demonstrating that they are legitimate holders of the vaccination receipt
- Patrons are not allowed to enter a business or organization if the name and DOB on both documents do not match
Businesses and Organizations that will require proof of vaccination (as of September 22nd, 2021)
- Indoor areas of commercial film & TV productions w/ studio audiences
- Indoor areas of waterparks
- Indoor areas of concert venues, theatres, cinemas
- Indoor areas of restaurants, bars, other food & drink establishments (excluding outdoor patios & takeout)
- Indoor food service/food courts (e,g., café at costco)
- Indoor AND outdoor areas of food & drink establishments with dance facilities (e.g., nightclubs, restoclubs; excluding takeout)
- Indoor areas of horse racing tracks, car racing tracks, & other similar venues
- Indoor areas where spectators watch sporting events
- Indoor areas of casinos, bingo halls, other gaming establishments
- Indoor areas of facilities for sports & recreational fitness activities, including personal fitness training
- Indoor meeting & event spaces (e.g., banquet halls, conference/convention centres)
Note: If someone needs to use your indoor washroom facilities in your dining hall or restaurant and they are only in for that purpose and out immediately following, you do NOT need to request proof of vaccination.
Exemptions:
- Children under 12
- Patrons under 18 entering the indoor premises of a sports and recreational facility in order to participate in an organized sport ONLY
- Patrons with a medical exemption (must present ID AND written document) – must have written documentation from a doctor or nurse stating they are exempt for a medical reason from COVID-19 vaccination
- At weddings, funerals, rites, and ceremonies you do not need to show proof of vaccination if: The service is held in a meeting or event space and you are attending the wedding funeral, rite, or ceremony but not the social gathering (e.g., reception)
- The associated social gathering is held in a business licensed under the Funeral, Burial, and Cremation Services Act
Enforcement:
- All provincial offence officers: by-law, police, public health inspectors, regulatory officers from ministries & agencies can enforce proof of vaccination
- Non-compliance by individuals and business can result in charges & fines
- Provincial offence officers may take a measured approach to enforcing orders that balance public safety, health, & other risks businesses owners are managing
- Starting this week, officers are visiting businesses and organizations to raise awareness of new proof of vaccination requirements
- The government will also provide information on tools and resources to help businesses and organizations implement the necessary COVID-19 safety plan measures – e.g., workplace violence & harassment measures
- In the event of harassment or threats of violence, contact law enforcement

Follow-up: Insurance
Over the last year NOTO has heard from many tourism businesses about the challenges they have faced with insurance. Many have asked about what others are doing regarding claims under business interruption insurance that have been denied.
News reports have circulated this week that the Ontario's Superior Court of Justice has certified a class-action lawsuit against fourteen insurance companies that denied business interruption claims related to COVID-19.

We know that the industry is being faced with higher insurance premiums and less coverage. NOTO and its colleagues in other tourism organizations across Canada are developing a number of key recommendations to Federal and Provincial Governments to step in and create policies that will prevent insurance from becoming unattainable and reduce the burden on businesses. We will share more on this in the coming months.

Federal Election Day - Monday!!
As the election moves to toward the BIG DAY, we wanted to make sure the industry gets out and votes. It is critical that tourism businesses participate in this election process.

The World Travel and Tourism Council (WTTC) created the Safe Travels Stamp which is an international symbol designed to allow travellers to recognize governments and companies around the world, which have adopted health and hygiene, standardized protocols – so consumers can experience ‘Safe Travels’.
In Ontario, the Safe Travels Stamp are administered by TIAO. NOTO's health and safety protocols, which have been vetted by the Government of Ontario have been recognized as standardized protocols for this purpose.
