NPAIHB signs a Joint Letter to Congress regarding Tribal Priorities for COVID-19 Relief alongside multiple national and regional tribal organizations. As Congress prepares to pass another round of COVID-19 relief using the budget resolution and reconciliation process, it is more important than ever to make sure that your priorities are included. President Biden's proposal includes just $20B investment in Indian Country.  
$210m in COVID-19 Funds to be disbursed. Indian Health Service Acting Director Fowler issued a Dear Tribal Leader Letter on Feb 02, 2021 directing that: 
  • $190m to Tribal and IHS programs as increases to Hospitals/Clinics, Purchased/Referred Care, Community Health Representatives, and Public Health Nursing
  • $10m to support Urban Indian Organizations
  • $10m for additional public health support activities, including Tribal Epidemiology Centers, development of culturally appropriate educational materials, partnership with national organizations that serve American Indian/Alaska Native people, academic institutions, and other support activities
Indian Health Service CHEF Rulemaking Dear Tribal Leader Letter (DTLL) issued Jan 29, 2021 states that the 2016 proposed changes to how Tribal self-insurance is recognized will NOT be implemented (see NPAIHB's 2016 comment letter), and that "Agency policy does not consider tribally funded self-insurance plans as an alternate resource under the IHS's payer of last resort rule".  
Memorandum on Maximizing Assistance from FEMA On Feb 2, 2021 President Biden directed the FEMA Administrator to provide 100% Federal cost share for COVID-19 eligible protective measures under the Public Assistance Program.  The 100% Federal cost share will cover work performed 1/21/2021 to 9/30/2021.

Annual Update of the HHS Poverty Guidelines was published on the Federal Register that includes last calendar year's increase in prices.  These guidelines are used to determine Medicaid eligibility. 

National Survey of Children's Health U.S. Census Bureau published a notice in the Federal Register extending the comment period to 3/10/2021 on their intent to conduct the National Survey of Children's Health.  The Survey is intended to be used by the Maternal and Child Health Bureau to produce national and state-based estimates on the health well-being of children, their families, and their communities.

President Biden's American Rescue Plan will be moving through Congress as a reconciliation bill, Senate Concurrent Resolution No. 5 passed on Feb 05, 2021. This resolution directs specific budgetary levels and gives instructions to certain committees to change laws within their jurisdictions that will increase the deficit over FY2021 - FY2030 by amounts specified.  This is a legislative maneuver that allows a simple majority of Democratic senators to pass the proposed $1.9 trillion dollar relief package.  
S.112 was introduced by Senator Sinema (D-AZ) and co-sponsored by Senator Romney (R-UT) on Jan 28, 2021.  This bill will require the Secretary of Health and Human Services to award additional funding through the Sanitation Facilities Construction Program of the Indian Health Service, and for other purposes. (we will share text as soon as it is available). 
H.R. 588 was introduced by Representative Porter (D-CA), this bill directs the Secretary of Health and Human Services to award grants to States, political subdivisions of States, Indian Tribes and Tribal organizations, community-based entities, and primary care and behavioral health organizations to address behavioral health needs caused by the public health emergency declared with respect to COVID-19. Companion bill is S. 165, 28 co-sponsors. (we will share text as soon as it is available).
