Appropriation Updates

President Biden Requests Mandatory Appropriations for the Indian Health Service (IHS) in FY 2023. President Biden released his Budget in Brief for FY 2023. This budget proposal includes $9.3 billion for IHS in mandatory funding in FY 2023 that will grow to $36.7 billion by FY 2032.

 

FY 2023 Community Project Funding and Congressionally Directed Spending RequestsSenators Wyden, Merkley, and Murray and House Representative Kilmer are now accepting requests for congressionally directed spending for FY 2023. Requests for Sen. Murray are due Apr. 5, 2022There are two health-related accounts available for project requests: HHS HRSA Health Facilities Construction and Equipment and HHS SAMHSA to generally support mental health and substance abuse services. Contact Liz Coronado at ecoronado@npaihb.org for assistance. 

Tribal Consultation Updates

SAMHSA 42 CFR Part 2: Confidentiality of Substance Use Disorder Patient Records. The U.S. Department of Health and Human Services (HHS) Office for Civil Rights (OCR) and the Substance Abuse Mental Health Services Administration (SAMHSA) hosted a virtual Tribal Consultation on Confidentiality of Substance Use Disorder (SUD) Patient Records, 42 CFR part 2 (Part 2) on Mar. 10.

 

IHS Health IT Modernization Tribal Consultation. IHS hosted tribal consultation earlier this month to provide an update on the acquisition process to replace the Resource and Patient Management System and opportunities to participate in focus groups for subject matter experts. 

 

U.S. Department of Justice Tribal Consultation on Supporting Public Safety for Tribal Communities. The DOJ hosted government-to-government consultation last week to discuss efforts to address high rates of violent crime in Native communities, including those reflected in missing and murdered indigenous persons (MMIP). The Deputy Attorney General released a memorandum in establishing a Steering Committee to address the crisis of MMIP.

 

White House Office of Science and Technology Policy (OSTP) announces Tribal Consultation on Indigenous Traditional Ecological Knowledge (ITEK) and Federal Decision Making via Dear Tribal Leader Letter on March 4. Previously, the WH had released a memorandum that recognizes Indigenous Traditional Ecological Knowledge (ITEK)—a form of Indigenous Knowledge as one of the many important bodies of knowledge that contributes to the scientific, technical, social, and economic advancements of the U.S. and to our collective understanding of the natural world. The WH is now developing guidance on inclusion of ITEK in Federal decision making and policy processes for release later this year via consultation and listening sessions, as follows:

NIH Announces Tribal Consultation on Helping to End Addiction Long-Term (HEAL) Initiative. NIH hosted a virtual consultation on Mar. 31, 2022 to discuss research needs to address the opioid crisis, including chronic pain and addiction. Written testimony may be submitted to Dr. David Wilson, Director of the NIH Tribal Health Research Office at NIHTribalConsultation@nih.gov before May 1, 2022.

Administrative and Regulatory Updates

HHS Annual Tribal Budget Consultation. HHS will be hosting a virtual tribal consultation on the President’s FY 2024 budget request on Apr. 6-7, 2022Written testimony will be accepted until May 8, 2022 to consultation@hhs.gov

 

U.S. Department of Housing and Urban Development (HUD) seeking nominations for Tribal Intergovernmental Advisory Committee (TIAC). HUD is moving forward with the next step in establishing a TIAC and has published a Federal Register notice that formally establishes the committee. HUD is requesting nominations for Tribal representatives to serve on the TIAC.

  • To receive consideration, nominations must be submitted electronically through www.regulations.gov and refer to docket number FR-6289-N-02.
  • Nominations are due on or before: May 31, 2022

 

Indian Health Service (IHS) Announces Funding Allocation of FY 2021 $10 million for Addressing Alzheimer’s Disease and Ending HIV.  IHS will provide $2.6 million through cooperative agreements for Tribal health programs, Urban Indian Organizations, and Direct service programs to address Alzheimer’s disease within Tribal communities. IHS will also allocate $2.48 million to Tribes, Tribal Organizations, and Urban Indian Organizations to address diagnosis and prevention activities or treatment activities for HIV/HCV and sexually transmitted infections through cooperative agreements.

CMS Portland Area ITU Virtual Trainings. CMS is hosting training programs for the Portland Area ITU on programs and benefits available through Medicare, Medicaid and the Health Insurance Marketplace from April 4- April 15. 

 

 

SAMHSA Announces Fiscal Year 2022 Grants. SAMHSA has announced grant funding opportunities through its Notice of Funding Opportunities (NOFO) website, here. Each NOFO contains the information you need to apply for a grant, including for the Garrett Lee Smith State/Tribal Youth Suicide Prevention and Early Intervention Program, here.

  • Application deadlines begin on Apr. 4, 2022, such as for the Services Grant Program for Residential Treatment for Pregnant and Postpartum Women, while others are open thru May 17, 2022. Please review application due dates and timelines.                           
  • SAMHSA, working with tribes, IHS, and National Indian Health Board developed the first collaborative National Tribal Behavioral Health Agenda (TBHA). Tribal applicants are encouraged to briefly cite the applicable TBHA foundational element(s), priority(ies), and strategies that are addressed by their grant application.
