After IEPA issued the revised NPDES General Permit, the Illinois Asphalt Pavement Association requested to establish a Hot Mix Asphalt Plant PAH monitoring program for members. IAPA is still waiting for the official approval of the program. However, the initial indication is that the program will be approved with minor modifications. In preparation for the approval, IAPA will contact each plant mix member next week to collect information on existing HMA plant sites.


The revised NPDES General Permit also requires posting a sign at each facility with information about obtaining the Stormwater Pollution Prevention Plan (SWPPP). IAPA has sent the following sample sign text for IEPA to review and comment.

In addition, IAPA will be able to host members' SWPPP on our website and assist with creating the QR Code for the sign. As a reminder, the following information was sent to members in June 2023.

General Storm Water NPDES Permit for Industrial Activity


The General NPDES Permit for Industrial Activity expired on March 31, 2022. Part D. Paragraph 7.b. of the permit (Duty to Reapply) requires permittees to submit a Notice of Intent (NOI) for renewal no later than 150 days after the new General Permit is issued. Permit Renewal does not require a fee.


On January 11, 2023, the Illinois Environmental Protection Agency issued a public notice with draft language of the new permit. IAPA submitted comments on February 10, 2023.


On June 6, 2023, IEPA responded to IAPA comments and issued the revised the NPDES General Permit (including Attachment 1, Attachment 2, Attachment 3, and Attachment H) effective July 1, 2023. A summary of the deposition of all comments was also provided by IEPA.


All active permit holders should submit its NOI at this time. The 150-day renewal requirement started on June 6, 2023.
