eSTORMWATER CORNER
QUESTION 1:
"I need to empty my swimming pool water, what should I do to not hurt
the critters in the creeks and stay out of trouble with the environmental police?" ANSWER 1: It is illegal to discharge chlorinated water to the storm drain system. Chlorine & other chemicals in swimming pools, spas, and fountains can harm our waterways. If you don't have a suitable dirt area to drain your pool, First, call your city or county for specific direction in their ordinances. Sometimes they're posted on their website. In general, the following guidelines can be followed to discharge to your sewer through an onsite portal. 1. Control the discharge rate. Discharging too quickly and at too high a rate can cause the sewer to back up in your house, your neighbor's house, or from manholes in the street. Typically, the sewer cleanout and service line to your home can handle the discharge from a 2-inch hose. 2. Control discharge quality. Maintain the proper chemical balance and filtration in pools and spas. A pool company can help you determine and adjust your pool's pH and free chlorine levels. 3. Settle backwash. Provide a settling tank for filter backwash water before discharging to the sewer. 4. Minimize chemical use in your pool. Dispose of unwanted or unused hazardous pool chemicals properly and use copper algaecides only when necessary. ----------------------------------------------------------------------------------------
QUESTION 2:
I drilled a water well and it's producing water on my property and crossing over to my neighbors property. Is it a state water, and if so, does it require a buffer? ANSWER 2:
The definition of state waters in the Georgia Erosion and Sedimentation Act of 1975 says that well water is a state water. Since the state water is coming from below ground, it also requires a buffer.
(Remember, that ephemeral trout streams also require buffers.)

DAMS ON THE CHATTAHOOCHEE BARTLETTS FERRY DAM
(LAKE HARDING)
Harding Lake is formed by Bartlett's Ferry Dam, and the lake is located in Harris County, Georgia with some portions of the lake going into Alabama. Lake Harding is a deep lake with a depth of over 100 feet (30 m) at the dam itself.
The lake was originally built by the Columbus Power Company in 1926 to generate hydroelectric power. The dam and lake were bought by Georgia Power in 1930. A major tributary of the lake is Halawakee Creek.
Lake Harding features several islands. One of the most notable is Houston's Island which contains the ruins of an old lake house.
Lake Harding is also the practice site of the Auburn University Club Rowing Team. The team can frequently be seen practicing early morning on weekdays.

Before the Clean Water Act was passed, sediment, sewage, and chemicals caused America's rivers, like the Chattahoochee River, to be void of fish. As Americans, we cannot take our eyes off of the importance of water quality. Respecting our neighbors downstream is what we try to remind people! It's important that we sacrifice a little to give our future generations an equally great place to work, live, fish, hunt, and enjoy.
There is a lot happening today with water regulations that affect a diverse community of public and private entities. If you have areas of interest that you would like included in this newsletter, please contact us at 678-469-5120.
Sincerely,
T. Luke Owen,PG
