Publications

Be sure to check out our quarterly newsletter, The SandBar. The latest issue features an article on Seafood Watch’s decision to move the North Atlantic American lobster to its “red” list of species to avoid. The issue also includes articles on a Rhode Island Supreme Court ruling on a marina expansion; a Tribe’s right to sue for fishing rights; a trend in climate change cases; and a Legislative Update on laws passed by Congress in 2022.

The NSGLC is pleased to offer the January 2023 issue of Ocean and Coastal Case Alert. In one case, commercial fishermen and a trade association challenged the National Marine Fisheries Service’s implementation of Amendment 53 to the Fishery Management Plan for the Reef Fish Resources of the Gulf of Mexico. The amendment reduces the allocation of red grouper for the commercial sector while increasing it for the recreational sector. The court upheld the amendment.

Research

In late 2022, Oregon Sea Grant received funding from the Department of the Interior to produce a report describing and evaluating the federal and state response to the discovery of zebra mussel infested moss balls. The National Sea Grant Law Center is collaborating with Oregon Sea Grant to supervise and mentor two law students working on the project. The law students, enrolled at Willamette School of Law and Lewis and Clark Law School, along with a public policy graduate student at Oregon State University, will provide research support to the wider project team. The report is scheduled for release in Summer 2023.

Funding

The NSGLC has released a call for proposals for research projects examining the effectiveness of coastal adaptation and resilience laws and policies. The competition is open to Sea Grant Programs, colleges, universities, and nonprofit, non-academic institutions directly associated with research activities (e.g. public policy organizations). The Coastal Resilience Program grants have a recommended funding level of $75,000. The NSGLC anticipates sufficient funding to make one to two grant awards. Letters of Intent are due by 5 p.m. Central Time on Wednesday, March 1, 2023. Full proposals are due by 5 p.m. Central Time on Friday, April 14, 2023. The NSGLC is excited to announce the first Sea Grant Blue Carbon Symposium to be held at the Georgia Center and University of Georgia School of Law in Athens, GA on May 17-18, 2023. Registration for the symposium is now open. The NSGLC is providing financial support to the symposium and will publish a special issue of the Sea Grant Law & Policy Journal in connection with the conference.
