Volunteers bring passion to victim service organizations, and mindful management of these volunteers is essential to advancing an organization's mission and expanding its services.


In the Building and Managing Volunteer Programs training you will learn the importance of volunteers; how to recruit, screen, onboard, and retain them; and how to determine the costs associated with managing them.


The intended audience for this training is current or aspiring volunteer managers in victim service agencies, whether or not they are funded by the Victims of Crime Act.


This training will be delivered online, over the course of 3 weeks, beginning on February 23, 2026. Each week, except for the introductory week, will include a facilitated webinar.

There are recommended readings and videos, as well as written assignments. You should expect to spend about an hour per week on the assignments, in addition to participating in the 75-minute webinar. CEUs will be awarded for those who complete all requirements. You will find the training schedule here.

This training is part of the NVAA Effective Management Series, and, like all OVC TTAC trainings, there is no cost to attend.

Ashley Stingle

Fairfax, Virginia


Ashley Stingle has more than 23 years of experience supporting effective outreach and training and technical assistance (TTA) to professionals in the victim service and women's health fields. She also has more than 18 years of experience overseeing volunteer and consultant recruitment, engagement, and management, as well as working with victim service providers and individuals with lived experience. She is currently the strategic engagement coordinator for the OVC Technical Assistance Collective under OVC TTAC. In this role, she conducts outreach, develops resources, and coordinates TTA activities in support of OVC's TTA providers.


Before that, as the OVC TTAC operations manager, she maintained the OVC Consultant Network and oversaw subcontracting, invoicing, and consultant recruitment, enrollment, and orientation processes. Previously, she coordinated TTA requests from the victim services field and logistics for OVC's in-person training schedule. Before OVC TTAC, she was the volunteer and outreach coordinator for Women Empowered Against Violence, Inc., in Washington, D.C., where she delivered training and outreach on domestic violence and teen dating violence. She also recruited and trained in-office volunteers, interns, and a network of pro bono attorneys. She developed a training program for new volunteers, maintained a database to track volunteer and intern engagement and hours per grant requirements, and coordinated and delivered internal and community-wide outreach and training. 


Ms. Stingle cultivates and maintains relationships to foster opportunities for collaboration and cross-training. She earned a bachelor's degree in Women's Studies from Randolph-Macon College and a Project Management Professional Certification from the Project Management Institute.

Angela Keen

Angela Keen

Lancaster, Pennsylvania


Angela Keen, Senior Training and Technical Assistance Specialist for OVC TTAC, has 26 years of experience in victim services. She previously served as the community outreach and volunteer coordinator at Domestic Violence Services of Lancaster County, where she supervised staff and volunteers, developed and delivered staff/volunteer training, and nurtured community partnerships. She also served as the restorative justice program coordinator at Advoz, where she trained and supervised volunteers, facilitated victim-offender conferences, and developed and delivered training on restorative practices. Her primary experience involves working with survivors of domestic violence and sexual assault in Pennsylvania.


Ms. Keen served as the supervisor of direct services at Survivors, Inc., in Gettysburg, a dual domestic violence/sexual assault program, where she trained and supervised direct service and community education staff and volunteers. She implemented policies to ensure client-centered, trauma-informed services and continued relationships with community partners, including criminal justice agencies. She implemented the Lethality Assessment Program (LAP) with local law enforcement as part of the statewide LAP Project. She was the statewide advocate trainer for the Pennsylvania Coalition Against Domestic Violence Lethality Assessment Project. Ms. Keen was a technical assistance specialist at the Pennsylvania Coalition Against Domestic Violence, providing training and technical assistance to county-based STOP coordinating teams. She contracted with the Pennsylvania Commission on Crime and Delinquency as a training consultant to develop and deliver training for advocates in Pennsylvania. She has practiced restorative justice since 2007 after participating in her first Circle training. Additionally, she has volunteered with the Victim Offender Dialogue Program at the Pennsylvania Office of Victim Advocate since 2007.


Ms. Keen is a trained expert witness by the Pennsylvania Coalition Against Rape and AEquitas. She is also a designated Level 1 Certified Trauma Practitioner by the National Institute for Trauma and Loss in Children and a certified trainer for the Keystone Crisis Intervention Team and the Substance Abuse and Mental Health Services Administration's curriculum, How Being Trauma-Informed Improves Criminal Justice System Responses. She previously volunteered at the YWCA of Lancaster Sexual Assault Prevention and Counseling Center as a hotline/medical advocate, where she advocated for victims of domestic violence and sexual assault in systems-based agencies and worked directly with law enforcement and prosecutors to provide services to victims of domestic violence. Ms. Keen holds bachelor's degrees in Applied Behavioral Sciences and Public Policy, as well as a master's degree in Community Psychology and Social Change from the Pennsylvania State University.
