National Economic Development Week: May 9 - 15
National Economic Development Week was created by the International Economic Development Council (IEDC) to increase awareness of local programs that create jobs, advance career development opportunities, and improve communities’ quality of life. NWCCOG created an economic development program, through creation of a federally designated Economic Development District funded by the U.S. Economic Development Administration. The EDA's mission is to lead the federal economic development agenda by promoting innovation and competitiveness, preparing American regions for growth and success in the worldwide economy. They fullfill this mission by funding federally-designated EDDs across the country such as NWCCOG EDD to carry out regional scopes of work that aim to fulfill their mission. When NWCCOG EDD succeeds, we create high-quality jobs, develop vibrant communities, and improve the quality of life in our region.

Revitalizing Main Streets Grant Program

Larger Safety Infrastructure Grants - To improve user safety along urban arterials or “main street” corridors, especially for vulnerable users such as pedestrians, bikers, motorcyclists, transit users, elderly adults, and people with disabilities. Safety is worth 30% of the evaluation criteria. More details can be found HERE.

Small Multimodal & Economic Resiliency Projects: To support infrastructure projects that provide improved spaces for mobility, community activities, and economic development in the wake of the COVID-19 emergency. CDOT held two Pre-Application Workshops in April. All potential applicants are encouraged to watch the recording HERE which covers details about both grant opportunities.
Broadband Funding Opportunities

The United States Department of Agriculture (USDA) Rural Development is accepting applications for Distance Learning and Telemedicine (DLT) program grants to help provide educational and medical services in rural areas. The DLT program helps fund distance learning and telemedicine services in rural areas to increase access to education, training, and health care resources that are otherwise limited or unavailable. USDA plans to make $44.5 million available in FY 2021. Of this amount, $10.2 million is intended for projects that provide substance use disorder treatment services in rural areas. The FCC Rural Health Care Program provides funding to eligible healthcare providers in rural areas for telecommunications and broadband services necessary for the provision of healthcare. It offers a discount on telecommunication expenses and network equipment for healthcare facilities to increase connectivity and access to broadband in rural areas to provide and improve healthcare. The application deadline is June 1, 2021.

The United States Department of Agriculture (USDA) Rural Development is accepting applications for Telecommunications Infrastructure Loans & Loan Guarantees. This program offers financial assistance to eligible service providers that will construct, improve, or expand telecommunication and broadband networks in rural areas. Applications are accepted on an ongoing basis.
Funding Opportunities Related to Aging Services

Department of Health and Human Services: The Innovations in Nutrition Programs and Services—Community Research initiative supports research and documentation of innovative and promising practices, including those that have emerged during the COVID-19 pandemic, that have the potential to enhance the quality, effectiveness, and proven outcomes of nutrition services programs within the aging services network. The application deadline is May 24, 2021.

The Department of Housing and Urban Development (HUD) is providing Capital Advance funding and project rental subsidies for the development and ongoing operation of supportive rental housing for low-income persons aged 62 years or older. This funding, leveraged with other financing sources, will expand affordable housing opportunities that are physically designed and that have a robust set of services that will allow seniors to live independently and age in community. Statewide COVID-19 Relief Grants from CARES Act Funding
Communities can apply now to receive economic recovery planning and support through two programs Colorado was awarded two CARES Act Recovery Assistance planning grants from the U.S. Economic Development Administration to support Colorado’s economic recovery, including tourism, from the impacts of COVID-19. Communities are eligible to participate in both programs.

Colorado Rural Resiliency and Recovery Roadmaps: This program provides technical assistance and grants for regional teams of rural communities to drive economic relief, recovery, diversification, and long-term resilience. Applications are due May 13.

Colorado Recovery Assistance For Tourism: This series of recovery programs helps tourism destinations and industry associations implement collaborative projects that advance recommendations from the Colorado Tourism Roadmap to Recovery through 2023. Applications will open in May and close on June 17.

Restaurant Revitalization Fund: Applications accepted starting May 3

Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant Program
Deadline: July 12 | More info here. Projects for RAISE funding will be evaluated based on merit criteria that include safety, environmental sustainability, quality of life, economic competitiveness, state of good repair, innovation, and partnership.
Pilot Program for Transit-Oriented Development (TOD) Planning
Deadline: June 21 | More info here. The funds will support comprehensive planning efforts that increase transit access, help connect communities, improve access to public transportation and affordable housing, and support call to combat climate change, advance environmental justice, and promote equitable delivery of benefits to underserved communities.
Older Adult Home Modification Program
Deadline: May 18 | More info here. The purpose of the program is to assist experienced nonprofit organizations, state and local governments, and public housing authorities in undertaking comprehensive programs that make safety and functional home modifications and limited repairs to meet the needs of low-income elderly homeowners.
The Dodge Family Fund - Grants for Enhancing the Quality of Early Childhood Programs
Deadline: Rolling | More info here. The purpose of this program is to improve the chances that children in families with low incomes will succeed in school and in life by enhancing the quality of early childhood programs through the development of innovative curriculum, assessment, professional development, and family resources. Applicants may request general support or support for specific projects.
The Morgan Stanley Alliance for Children's Mental Health Innovation Awards
Deadline: July 2 | More info here. This initiative aims to identify and fund mental healthcare solutions for children and young adults across the United States. This program specifically addresses the lack of both private and public investment in children’s mental health and of effective ways to connect innovative ideas with capital. The resulting systemic funding gap has only increased with the deepening crisis in children’s mental health due to COVID-19 and ongoing social injustice issues.
Forest Restoration and Wildfire Risk Mitigation grant program
Deadline: May 19 | More info here. Offered by the Colorado State Forest Service. provides money to fund mitigation projects on nonfederal land in the state. Homeowners associations, community groups, local governments, fire protection districts, nonprofits and others are encouraged to apply. About $6 million in funding is available, and individual grant awards are available up to $1 million.
USDA Technical Assistance Grants to Improve Rural Transportation Systems
Deadline: June 30 | More info here. Eligible applicants are organizations seeking to provide rural communities with training and technical assistance to improve transportation services and facilities.
Applicants are encouraged to consider projects that provide measurable results in helping rural communities build robust and sustainable economies through strategic investments in infrastructure, partnerships, and innovation.
Union Pacific Foundation: Community Ties Giving Program
Through the Community Ties Giving Program, the Foundation provides Local Grants to nonprofit organizations that address the following categories: Safety, Workforce Development, and Community Spaces. Organizations interested in receiving a grant must complete an online survey to determine eligibility from June 1 through July 31, 2021.
Colorado Creates Grant
Deadline June 7. More info here. Colorado Creates grants are general operating support for nonprofit arts organizations to provide arts programs and activities to their communities.
NWCCOG EDD Business Loan Fund
Funds from this loan fund provided by USDA Rural Development. Loans will support the development of small and emerging businesses in the NWCCOG Region (Eagle, Grand, Jackson, Pitkin, Summit counties). Funds can be used for expansion, acquisition, startups, equipment, inventory, or working capital. In order to qualify you must be a for-profit business, have gross revenues less than $1 million, have fewer than 50 employees, and provide documentation of not being able to obtain credit elsewhere. Infrastructure and Capacity Building Challenge Grants
Deadline: May 18 | More info here. The purpose of the Challenge Grants program is to strengthen the institutional base of the humanities by enabling infrastructure development and capacity building. Awards aim to help institutions secure long-term support for their core activities.
