Consumer Directed Personal Assistance Program - "CDPAP"

How it works in 2026

If you or a family member is eligible for New York Medicaid home care, CDPAP — the Consumer Directed Personal Assistance Program — is sometimes the best choice. 

CDPAP lets you select, hire, train, and schedule your own caregiver. The caregiver can be a friend, a neighbor, or any family member other than your spouse. Medicaid pays for the care through an administrator.

The CDPAP program puts the person receiving care, or their representative, in charge of the person who provides the care. Since March 2025, PPL (Public Partnerships LLC) has been the administrator of CDPAP statewide.
