This February, we stayed grounded in the legacy of Black and Brown leadership, building public momentum around real climate solutions to best serve low-income New Yorkers of color.

Testimonies at City Council on Renewable Diesel as a False Solution

On February 25, NYC-EJA’s Senior Transportation Planner, Kevin Garcia, and Senior Energy Planner, Daniel Chu, testified at the New York City Council’s Environmental Protection and Waterfront Committee on two bills that would promote the use of renewable diesel and biodiesel in building heating and transportation. We voiced our concerns about the public health, climate, and agricultural impacts of using renewable diesel and biodiesel in environmentally burdened neighborhoods, as well as the cost burden on City operations associated with its adoption. New York City and State have mandates to fully decarbonize buildings and transportation, so we believe the focus should be on electrifying these sectors rather than diverting resources elsewhere.

Clean Deliveries Act Passes the Senate

In early February, the Clean Deliveries Act (S1180B/A3575B) passed the Senate for the third year in a row! The Clean Deliveries Act would establish the nation’s first statewide warehouse indirect source rule to address the emissions from e-commerce warehouse operations. The program would require operators of qualifying e-commerce warehouses to collaborate with the State to develop an emissions reduction plan, utilizing a menu of options that include acquiring zero-emission vehicles and charging infrastructure, installing solar panels or batteries on-site, or implementing alternative transportation solutions. Now it is up to the Assembly to follow the Senate’s lead and pass legislation.

“Making Warehouses Better Neighbors” Social Event

Alongside ElectrifyNY coalition partners, NYC-EJA hosted a social event to build public support for the Clean Deliveries Campaign. The coalition held a panel to share the community stories and local impacts of e-commerce warehouses. The panel also shared the statewide findings on low-income communities of color and the results from the Southern California program. In the end, the panel reminded attendees that New York has the ability to enact the nation’s first statewide warehouse indirect source rule to address the emissions from new and existing facilities.

Five Years of Renewable Rikers

February 25th marked the fifth anniversary of the Renewable Rikers Act being signed into law. This meant the opportunity to close Rikers and transform the island into a sustainable infrastructure hub for the City of New York.


While we remain optimistic about the potential of this project, we also know that over the last four years, the Adams administration did everything they could to stall progress on this source of hope. Keep an eye out for our upcoming report, A Reset for Renewable Rikers, which proposes new frameworks to understand the different configurations of sustainable infrastructure that can be sited on the island, and strategic recommendations to get Renewable Rikers back on track.

Delivery Protection Act Reintroduction Press Conference

With the holidays and Valentine’s Day in the rearview mirror, NYC-EJA stood alongside labor allies for the reintroduction of the Delivery Protection Act (Int 0518-2026). The unregulated growth of last-mile e-commerce warehouses across the city has led to increases in truck traffic, unaccounted for air pollution, and unsafe working conditions. The bill would require all qualifying warehouse operators to seek a license for the Department of Consumer and Worker Protection and sets safety, training and employment requirements. We echoed the calls for protecting workers at these sites and the need for addressing the emissions associated with the operation of these facilities.

The NYC-EJA Team is Growing!

This February, we welcomed Tasha LaDonna, our new Operations Associate. Before joining NYC-EJA, Tasha served as Director of Quality Management at Martin De Porres Youth and Family Services in Queens, where she managed multi-site documentation systems, supported compliance and audit readiness, and strengthened internal workflows supporting youth and families in historically under-resourced communities. She previously served as Associate Director of Operations at Merrick Academy Charter School in Laurelton, Queens, and held earlier community-based roles in East New York and Flatbush, Brooklyn, centering partnership, equitable access, and trust-building within neighborhoods navigating systemic inequities.


Tasha is a Certified Trauma-Informed Somatic Practitioner, International Forest Bathing Instructor, and Certified Ecotherapeutic Guide. She has partnered with NYC Parks as a volunteer and facilitated forest-based wellness workshops with the Marine Park Alliance. She is pursuing a professional path toward clinical licensure with a focus on trauma-informed, somatic ecotherapy.


She approaches operations with the belief that ethically aligned organizational systems are essential for effective environmental justice work.
