A lot has happened this October! Not only did NYC-EJA celebrate our 30th Anniversary with our members, allies, Attorney General Tish James and Senate Majority Leader Chuck Schumer, and launched our new website - we also celebrated the rejection of two power plant permit renewals (due to the landmark NYS Climate Leadership & Community Protection Act), and the passage of a law mandating NYC’s first Citywide Climate Adaptation Plan.

DEC Denies Permit for Astoria Power Plant!
The NYS Department of Environmental Conservation (DEC) rejected the required Title V air permit for Astoria Gas Turbine Power, LLC. The denial effectively halts the proposed Astoria Replacement Project and removes the threat of pollution from a new fossil fuel-burning power plant that would result in public health impacts to environmental justice communities in Queens and nearby neighborhoods in the South Bronx and East Harlem. The decision by DEC cites the project’s non-compliance with the requirements of the Climate Leadership and Community Protection Act (CLCPA).

The PEAK Coalition and allies, including NYC-EJA, UPROSE, THE POINT CDC, New York Lawyers for the Public Interest, Clean Energy Group, Chhaya CDC, Earthjustice, and Sierra Club joined the over 6,600 public comments calling on the DEC to reject the permit due to the project’s interference with the CLCPA’s greenhouse gas emission limits. The CLCPA requires a shift to a zero-emissions electric sector by 2040. The denial of this permit reflects New York’s commitment to a clean energy future and should send a clear signal to other contemplated fossil fuel projects. In its decision, DEC also made it clear that false solutions, such as the proposed combustion of green hydrogen or renewable natural gas (RNG), are not consistent with the CLCPA.

The CLCPA recognizes that communities where fossil fuel combustion has been concentrated – such as the Astoria and South Bronx neighborhoods, which host eight power plants alone – have experienced decades of poor air quality, and that a transition to clean energy should prioritize these communities.

Passage of Intro 1620!
On October 7th, the New York City Council voted on and passed Intro 1620, a law that requires the Office of Long-Term Planning and Sustainability, in consultation with multiple other City agencies, to develop a Citywide Climate Adaptation Plan by September 30th, 2022. The legislation requires the plan to be updated every ten years going forward.

The plan will have to consider and evaluate various climate hazards impacting the City, its shoreline, and neighborhoods that are most vulnerable to these climate hazards, particularly those that are disproportionately burdened by the effects of climate change.

This Friday, November 5th, from 2-3 pm, NYC-EJA's Executive Director Eddie Bautista will be part of a panel discussion hosted by the Climate Museum. Expert panelists will examine what kind of labor organizing and worker protections are necessary for this moment, what it means to work in coalition with labor leaders on climate, and how a just transition to a green economy can create new jobs and center climate justice. 

Climate Museum Director Miranda Massie will moderate the discussion with expert panelists Eddie Bautista, Executive Director of the New York City Environmental Justice Alliance; Jeff Goodell, journalist and Contributing Editor at Rolling Stone; Michael Leon Guerrero, Executive Director of the Labor Network for Sustainability; and Judy Sheridan-Gonzalez, Former President of the New York State Nurses Association.
