| XCEL ENERGY OFFERS MARSHALL FIRES RESIDENTS INCENTIVES
Xcel Energy is offering one-time direct-to-customer incentives specifically to help support Xcel Energy customers who lost their homes in the Marshall Fires. If you are a company working with a builder, or a builder working with these homeowners to rebuild, please review the Energy Star Program Incentives and Training offerings below.
| PARTICIPATING COLORADO HOMEBUILDERS & RATERS
Marshall Fire Support Xcel Energy is offering one-time direct-to-customer incentives specifically to help support Xcel Energy customers who lost their homes in the Marshall Fires. These incentives will be available to fire-affected residents to assist in the rebuilding of lost properties. Customer rebates are intended to help homeowners incorporate energy efficiency and high-performance construction from the ground up. These rebates will be available through the ENERGY STAR New Homes Program and are in addition to the performance and prescriptive rebates already offered to builders. If you are a builder working with these homeowners to rebuild, please reach out to Xcel for more information.
| XCEL ENERGY — ENERGY STAR NEW HOME PROGRAM SUMMARY
2022 Program Summary In February the ENERGY STAR New Homes Program processed 330 projects bringing the year-to-date total to 1,187. Approximate program year energy savings are 20,549 Dekatherms and 1,573,296 kilowatt-hours; builder rebates earned a total of $499,895.
| XCEL ENERGY TRADE ALLYS/BUILDERS TRAINING IN APRIL
Upcoming Training The Marshall Fire incentives include requirements for compliance with advanced certifications including ENERGY STAR version 3.2, Department of Energy Zero Energy Ready Homes version 2, and Passive House. To support participating builders, the ESNH program is working with EPA and DOE to develop and conduct training on these programs. We’re expecting these to be available later this month and will be reaching out to all participants to provide additional details.

Energy Codes Legislation Will Save Consumers Money
& Reduce Climate Emissions
House Bill 22-1362, BUILDING GREENHOUSE GAS EMISSION
Model Energy Codes Legislation (HB22-1362), which was introduced in the Colorado legislature on April 7, requires cities and counties to update their building energy codes in order to increase the energy efficiency and cut the pollutant emissions of new homes and commercial buildings. Lead sponsors of the bill are Representatives Tracey Bernett (D-Longmont) and Alex Valdez (D-Denver).
HB22-1362 also directs the Colorado Energy Office to provide training and financial assistance to local governments, builders, and contractors to facilitate energy code adoption and implementation. The bill includes $3 million in initial funding for these purposes. In addition, the bill includes $22 million in funding to support building electrification and decarbonization in public buildings and at the community scale, with at least 40 percent of this funding targeted to assist lower-income households, disproportionately impacted, or just transition communities. BACKGROUND With recent improvements in model energy codes as well as Colorado’s targets for dramatically cutting climate emissions, it is timely and important to update the state’s minimum energy code requirements. Twice previously, in 2007 (HB 07-1146 ) and 2019 (HB 19-1260), Colorado passed legislation establishing minimum requirements for building energy efficiency codes adopted by local governments. This legislation ensured that cities and counties with building codes adopt to date energy codes. Energy codes save residents money on energy bills month after month, for the entire lifetime of a home or building. The latest code reduces average resident energy bills by 8-9%.

Support Funneling Funds to Colorado Business Letter in Support of Stimulus Investment to Support Energy Efficiency | Stimulus Sign-On Letter
The federal government has passed historic spending packages to address the economic losses and impacts of the coronavirus pandemic. These funds provide states with a rare and unprecedented opportunity to address climate change, social inequality, and public health. It is important for state leaders to hear that investing stimulus capital into efficiency projects would meet the eligibility requirements of enabling legislation while also addressing these critical issues. This feedback could be instrumental in influencing what states decide to do.
The Building Performance Association, the California Energy Efficiency and Demand Management Council, Ceres, the Energy Efficiency Business Coalition of Colorado, the Energy Efficiency Alliance of New Jersey, the Keystone Energy Efficiency Alliance, the National Association of Energy Service Companies, the Northwest Energy Efficiency Council, and the Virginia Energy Efficiency Council are collaborating to facilitate company engagement in the form of a sign-on letter on this important issue.
The rollout goal is to highlight to the state decision-makers the business support for energy efficiency investments and the many benefits that efficiency projects offer so that they prioritize efficiency projects in their investment of federal funds.

ARTICLE — DENVERITE | Trying to electrify your home, add solar panels, or buy an e-bike? Denver wants to help pay for it.
On April 22, the city plans to launch a rebate program to help residents purchase all sorts of products — e-bikes, solar panels, cold-climate heat pumps — meant to help them ditch fossil fuels. Johnathan Rogers, a renewable energy specialist with the City and County of Denver, said the incentives will be available to anyone who lives in Denver, but the program will be initially focused on home energy upgrades.
