New York City Local Law 196 requires workers and supervisors on certain construction sites to complete Site Safety Training (SST). Two credentials commonly referenced on jobsites are the NYC SST Card and the DOB Worker Wallet Card. While related, they serve different roles in verifying training and compliance.
What is the NYC SST Card?
The Site Safety Training (SST) Card confirms that a worker or supervisor has completed the required training hours through a DOB-approved provider. EESISP has recently switched over from Click-Safely to Gallager-Basset.
· Issued by a DOB-approved training provider
· Verifies completion of required training (40-Hour Worker / 62-Hour Supervisor)
· Required on applicable NYC jobsites under Local Law 196
· Must be carried or available during DOB inspections
· Purpose: Proof that required safety training hours have been completed
· SST Cards must be renewed every 5 years. Renewal must be taken before the expiration date to avoid having to retake entire training.

What is the DOB Worker Wallet Card?
The DOB Worker Wallet Card is part of the Department of Buildings’ digital credentialing system used to verify worker training records. For the electrical industry, these are required for any electrician to be working on a scaffold.
· Linked to the DOB Training Connect system
· Provides centralized DOB verification of training
· Helps prevent fraudulent or invalid cards
· Allows inspectors to confirm compliance electronically
· Purpose: Official DOB verification of a worker’s training record
· Must be renewed every 5 years (Scaffold User must be renewed every 4).

How They Work Together
The SST Card proves a worker completed training, while the Worker Wallet Card confirms the training exists in DOB’s system.
· Complete SST training with approved providers
· Maintain valid SST cards on site
· Verify records are reflected in DOB Training Connect when applicable
Compliance Reminder
Note that the scaffold training for the SST card is different from the user certification for the Worker Wallet Card. The SST requirement is an awareness course that does not allow workers to perform work on any scaffold in NYC. The Scaffold User Course for the Worker Wallet must be renewed every 4 years
DOB inspectors may request proof of SST training at any time. Maintaining accurate documentation helps avoid violations, stop-work orders, and project delays.
To ensure your workforce is staying compliant, please contact the Joint Industry Board Safety Department or EESISP with any questions.
