NYS UPDATE:  NYS "ON PAUSE"

Governor Cuomo announced today that he will order 100% of non-essential businesses and commercial establishments to close down effective Sunday evening, March 22.  All non-essential employees must stay home.  The government has the authority to close down and impose civil fines on any business not in compliance with this order.  As of this writing, the NYS Empire Development guidance on which businesses are "essential" has not changed.
