BACK TO SCHOOL RESOURCES AVAILABLE
The school year is soon to be underway, and parents and educators worldwide are preparing for and helping their children through yet another transition amid ongoing uncertainty about what the school year will bring, academically and socially. To assist parents and educators in their preparations for back to school, NYSCADV is pulling together some of our recommended resources for your use from our Because We're Dad's Campaign, a part of our Primary Prevention Toolkit. 
 
Primary prevention educators can use NYSCADV's recommended resources for parents and teachers to engage with children, teens and young adults to discuss healthy relationships at varying points of transition in their lives.

POLICY UPDATES
Governor Signs Important DV-Related Legislation Into Law
 
Approximately three months since the end of the 2022 legislative session, Governor Hochul has signed several important DV-related bills into law, including:

  • A new law to incorporate identity theft into the definition of elder abuse for the purposes of support services and programs for elder persons and another new law removing a requirement for victims of identity theft to report such crime to law enforcement for collection activities against them to be suspended – Chapters 63 and 238
  • Nine pieces of legislation to provide support and resources to victims of human trafficking. The new laws will ensure locations such as airports, bus terminals, hotels, Thruway rest stops and truck stops prominently feature information on human trafficking. In addition, a new law will require all NYS Liquor-certified Alcohol Training Awareness Programs to include a human trafficking component to raise awareness and understanding of the signs of human trafficking and another new law will require law enforcement agencies and district attorneys to inform trafficked victims of the availability of social and legal services – Chapters 80, 387, 388, 389, 390, 391, 392, 393, and 394.
  • A new law to strengthen and expand protections for DV survivors under the Human Rights Law – Chapter 202
  • A new law to create a one-year lookback window for survivors of sexual assault that occurred when they were adults – Chapter 203
  • A new law creating a Transgender and Gender Non-Binary Wellness and Equity Program – Chapter 232
  • A new law expanding the number of judges in Family Court – Chapter 365
  • New laws to expand eligibility for victim compensation to crime victims of unlawful dissemination or publication of an intimate image (Chapter 239), and victims of reckless endangerment (Chapter 343)
  • Several new firearms laws, including one to modify New York’s concealed carry weapons law – Chapter 371
 
Several additional bills have not yet been acted upon, including a bill to require training in DV and child abuse for forensic child custody evaluators (A2375C/S6385B); a bill to permit DV survivors to provide health insurers with alternate contact information (A2519A/S7263A) and a bill to make it easier for DV survivors to cancel bundled or family-plan phone, cable and satellite TV contracts (A6207B/S7157A).

ECONOMIC EMPOWERMENT PROGRAM
The New York State Coalition Against Domestic Violence (NYSCADV) is providing economic empowerment grants to Brighter Tomorrows, Inc., The Retreat Inc., Sakhi for South Asian Women, and Catholic Charities Herkimer County Domestic Violence Program to support survivors of financial abuse. NYSCADV received funding for the fourth year in a row through the Allstate Foundation’s “Moving Ahead” program.

The Retreat, Sakhi for South Asian Women, and Catholic Charities Herkimer County will each receive an award of $20,000. The agencies’ programming will be based on the “Moving Ahead Curriculum” developed by the Allstate Foundation and the National Network to End Domestic Violence. Brighter Tomorrows, which has been a project sub-grantee for the three prior years, has been awarded a $5,000 mentoring grant to help support their economic empowerment work. Through this grant, Brighter Tomorrows will draw upon their past organizational successes and serve as a support and resource to the other three grantees, offering practical tips and suggestions, strategies and best practices around economic empowerment programming.

With support of Allstate Foundation funding, NYSCADV will also offer statewide trainings to advocates on the Moving Ahead curriculum, how to start or enhance economic empowerment programming in local organizations, and information/resources on various topics that intersect with economic justice issues.
