The IDA Academy provides regular training for Industrial Development Agency (IDA) staff and executives on a variety of issues to help operate an IDA more efficiently and effectively. The NYSEDC administers this program in partnership with its IDA members, state agencies, and other industry experts. Biotechnology firm Regeneron Pharmaceuticals Inc., one of the region’s largest employers, confirmed it has acquired commercial printing company Quad's shuttered 1,011,415-square-footmanufacturing facility in Saratoga Springs. The immediate use for the new facility will be for production support activities. | Read the story at Albany Business Review

The County of Oswego IDA has been awarded a $2.5 million grant from the U.S. Economic Development Administration (EDA) to fund roads, water and sewer infrastructure improvements in the expanded portion of the L. Michael Treadwell Oswego County Industrial Park. | Oswego County Today has more on the grant.

U.S. Senate Majority Leader Charles E. Schumer announced $1 million for the County of Chautauqua Industrial Development Agency' s Ripley Interstate Shovel Ready Site project to extend electrical service to prepare a 147-acre site for future employers. The funding is through the Appalachian Regional Commission, a federal-state partnership that Schumer boosted funding for in the Bipartisan Infrastructure Investment and Jobs Act. | Read more at The Post Journal

Micron Technology has hired a global engineering firm to design Micron's planned chipmaking plant in the town of Clay. Jacobs Engineering has been hired to design the four fabrication plants, or fabs, Micron plans to build, said Bob Petrovich, executive director of the Onondaga County Industrial Development Agency. | MSN has the latest -- read more here.

The Empire State Development Board has provided $20 million to fund the $41 million expansion of BETA Technologies' facility at Plattsburgh International Airport. The facility will work to invent new aerospace technology, such as electric vertical takeoff and landing aircraft (eVTOL). Officials say funding the project will cement Plattsburgh's role as a key international hub for transportation equipment and aerospace. | Read more on MSN here.

With funding from the National Science Foundation (NSF), Cornell and a group of institutional partners have created the Upstate New York Energy Storage Engine to advance energy storage technology and boost large-capacity battery manufacturing in upstate New York -- which could enable advances in electric vehicles and renewable energy storage. Cornell will coordinate a multi-institutional network of prototyping, piloting and scaling up resources for new technologies. And it will guide New York state-specific startup incubation programs and deploy startup research and business development funding. | The Cornell Chronicle has more on the project.

Hudson Valley Pattern for Progress's 2023 report, Out of Reach Hudson Valley 2023, underscores the affordability crisis for housing in the Hudson Valley region, as stagnant wages, increasing rents, and skyrocketing home prices have stretched household budgets to their limits. The data shows a persistent and clear trend across the Hudson Valley: the cost of housing has pushed beyond reasonable levels of affordability for most. | Learn about the report on the Rockland County Business Journal here.

Advancing the scope of site readiness is the next frontier.


Site readiness programs have significantly evolved over the decades, influenced by changing project demands and market trends. New York pioneered proactive site readiness with the Build Now New York program in the late 1990s. The feature article in Site Development Magazine outlines Global Location Strategies (GLS), five-point site preparedness strategy and suggests that a national standard, developed by the Site Selectors Guild could significantly level the playing field.

New York State Policy and Programs

Next Round of Restore New York Program Launched on Monday, September 23rd


Applications for the $50 million Round 9 of the Restore New York Communities Initiative grant program will launch on Monday, September 23. The funding, which was included as part of the FY25 Enacted Budget, supports municipalities’ efforts to demolish, rehabilitate, and restore blighted structures and transform them into vibrant residential, commercial, and mixed-use developments. The program is administered by Empire State Development (ESD) and, in this round, priority will be given to projects designed to address recovery efforts related to tornado and storm damage that occurred on July 15-16, 2024. An intent to apply form must be received by ESD by Wednesday, October 23rd. | Click here to learn more.

Governor Hochul Launches $200M ON-RAMP Program


Governor Hochul announced the launch of the One Network for Regional Advanced Manufacturing Partnerships program, a $200 million investment to help fund and realize a network of four net workforce development centers in strategic high impact locations in Upstate New York. The Centers will bring together industry, academia, social services, and community organizations to provide high quality skills training for careers in high-growth advanced manufacturing industries like semiconductors.
