Inflation Reduction Act Home Energy Rebates


NYSERDA will hold a virtual public information session to gather input on the proposed programs for New York’s implementation of the federal Inflation Reduction Act’s (IRA) Home Energy Rebate programs: the Home Efficiency Rebates (HER) Program and Home Electrification and Appliance Rebates (HEAR) Program.

NYSERDA, on behalf of New York State, is applying to receive funding from the U.S. Department of Energy (DOE) to implement these programs. Once the funding is received, the rebates will become available to New York State residents. DOE released initial program guidelines for states in late July 2023 and NYSERDA is following these guidelines to develop a proposal to DOE for implementation of the funding available through the IRA. The implementation of these programs will assist in upgrading and modernizing buildings across New York State and support the State’s nation-leading Climate Act goals.

This pre-proposal webinar will provide an overview of the IRA Home Energy Rebate programs, implementation considerations, and how these programs can incentivize the transition to a cleaner, more efficient and resilient building stock and deliver benefits to residents and businesses, specifically those that are located in disadvantaged communities. The webinar will present an opportunity for the public to provide input on program design considerations and features.

This webinar will be provided with simultaneous language interpretation for Mandarin Chinese, Russian, Spanish, and Yiddish speakers. American Sign Language interpretation will be provided. Please note your preferences during registration and do not hesitate to reach out with any questions.

Public input will be heard live during the webinar. If you are interested in voicing your input, answer YES on the registration page. Public comment will be limited to no more than two minutes for each speaker. In addition, written comments can be submitted during or after the webinar until Wednesday, December 20, 2023 4:00 p.m. ET to residential.ira@nyserda.ny.gov.

NYSERDA looks forward to hearing feedback from all stakeholders regarding the proposal and development of programs, including issues related to labor, equity, disadvantaged communities, and other key topics, in compliance with DOE guidance. All stakeholder input will be considered by staff as part of the program development.
