Driving New York’s Clean Energy Future

STRATCO Property Solutions presents NYSERDA’s roadmap for a clean energy revolution in New York State over the next few years. Its $1.5 billion commitment to equitable, scalable decarbonization reaffirms New York’s leadership in climate action and innovation.

The following information and tables are from NYSERDA’s Low-to-Moderate Income (LMI) presentation dated February 2024. [1]


LMI Portfolio: Empowering Communities at Scale


NYSERDA is dedicating $1 billion to support LMI New Yorkers through four key channels:

  1. EmPower+ for Single-Family Homes: No-cost energy assessments, direct installs, and deep financial weatherization/electrification support integrated with IRA rebates while making efficiency improvements a priority.
  2. Multifamily Support: Targeted tech assistance and capital access during refinancing cycles with NYS Division of Housing and Community Renewal.
  3. Workforce Development: Prioritized job placement with ongoing mentoring and support for residents of disadvantaged communities (DACs). Expanded networks with businesses to further connections with local communities.
  4. Awareness & Education: Regional Clean Energy Hubs to connect residents and funding programs, targeted marketing/outreach, and payments for residents of disadvantaged communities (DAC) residents and community organizations that give feedback.


Key Targets by 2030:

  •  NYSERDA's programs to support efficiency upgrades for 38,000 1–4 family units.
  •  NYSERDA to support efficiency upgrades for 141,500 multifamily units.
  • 5,000 DAC-based workers trained in supporting and giving back to communities.
  • 2.8 TBTU eqv. in direct energy savings from efficiency gains.

Update: Lighting and refrigerators are now “strategic” upgrades due to their significant benefits and compatibility with broader electrification.


Non-LMI Portfolio: Catalyzing Market Transformation

With $500 million in support, NYSERDA’s non-LMI initiatives focus on upgrading market-wide systems and driving innovation:

  • Technical Assistance: Robust virtual audits designed to streamline processes and enhance the public availability of programs. Vendor engagement strategies to support the growth of supply chain capacity and innovative technologies.
  • Purposeful Demonstrations: Robust pilot programs for the Comfort Home program, support for zero-carbon initiatives, and collaboration with high-impact structures, such as institutional and industrial buildings.
  • Codes & Standards: Improve and consolidate public tools and training to enforce zero-emissions codes and next-gen product standards while updating existing offers and compliance checks to meet new regulation and scoping plan requirements.
  • Workforce Development: Programs to promote upskilling for people currently employed by the energy sector, wage reimbursement and retention incentives for businesses, and support for fossil fuel worker transitions.
  • Awareness/Education: Boost use of online hubs like NY Energy Advisor for residential buildings, encourage utilization of training modules/videos, and localized campaigns integrated with Climate Smart Communities program with focus on weatherization and electrification.


Projected Outcomes by 2030:

  • Online services and technical assistance to support 155K residential and 1,600 non-residential program participants, aiming to enhance program reach.
  • At least 750 workers trained to give financial benefits directly back to communities.
  • 7.0 TBTU eqv. direct energy savings.
  • Up to 5.0 TBTU eqv. in indirect savings.


Equity, Integration & Impact Measurement

  • DAC Targets: All programs emphasize equitable access and impacts.
  • Utility Coordination: Program alignment and shared customer platforms focus on streamlined service.
  • Tracking & Transparency: Standardized metrics ensure measurable outcomes.


NYSERDA’s 2026–2030 roadmap is a community-focused plan to accelerate New York’s clean energy transition. Financial support will primarily benefit LMI New Yorkers and DAC residents, with partnerships and accountability systems in place to ensure measurable benefits. Contractors, developers, municipalities, and residents are encouraged to participate in New York State’s clean energy future.
