NYSED Athletic Eligibility Regulation Proposals Delayed-
As a result of receiving substantial public comment, the New York State Education Department (NYSED) has delayed action on the two Athletic Eligibility Regulation proposals until the March 13-14 Regents meeting.
A public comment period was open until December 27, 2016. Section leadership and school administrators were strongly encouraged to provide public comments of concern. The proposed regulation changes are:
Duration of Competition:
The proposed revisions require school administrators to make individual assessments to determine whether a fifth year student’s participation will result in an unfair advantage in competition and whether the safety of the pupil or others is not at risk. It would be challenging to determine how a Superintendent could make competitive unfairness and safety determinations without an undue burden.
The current Duration of Competition standard allows a student an extension of eligibility where there is evidence a student was unable to participate during a season because of an accident or illness and that accident or illness caused the student to attend an additional year of school. The proposed regulation revisions would revert back to wording the Board of Regents actually changed in January 2015; the Duration of Competition standard “previously” allowed a student an extension of eligibility where the student was physically unable to play because of an accident or illness or “other similar circumstance”.
Athletic Placement Process:
Although K-8 school districts represent a small portion of districts throughout New York State, the NYSPHSAA fears if K-8 students are granted the ability to go through the Athletic Placement Process to participate at a school in which they are not a bona fide student, this will ultimately lead to other students (non-public, etc.) requesting similar privileges.
The proposed regulation is being presented to provide K-8 students with the same “opportunity” to participate at the high school level as students in K-12 school districts. NYSPHSAA fears this could lead to other students requesting similar privileges if their school district does not offer opportunities they wish to receive (i.e. swimming program for a lack of a natatorium, football team for a lack of interest, baseball for a lack of field, etc.).

NYSPHSAA in conjunction with the New York State Coaches Association are proud to announce our 2015-16 coaches of the year.
Twenty-One coaches from New York were honored as state coaches of the year. Seven of those winners were named Region One coach of the year which covers New York, New Jersey, Connecticut, Massachusetts, Vermont, New Hampshire and Maine.
All seven of those regional winners were eligible for the NFHS National Coach of the Year. Three coaches from New York won National Coach of the Year Honors. All our winners are listed below, congrats to all the great coaches we have in New York State!

Executive Committee Meeting Results

The Executive Committee held it's quarterly meeting on Friday January 27th at the Hilton Garden Inn in Troy.
There were many important issues discussed and voted on, including championship site bid approvals and pitch count limitations for the upcoming baseball season.

Sportsmanship Promotion Survey
Now Available Online!

The Sportsmanship Promotion Survey is designed to assess how schools are promoting positive sportsmanship within their athletic departments.
This survey is a tool that can be used by athletic administrators to examine policies and procedures and that can be used to promote positive sportsmanship. The award is presented to schools which have developed proactive approaches in keeping sportsmanship in the forefront with their students, coaches, spectators, and communities.
All Schools that complete the survey will receive a sportsmanship certificate. The sportsmanship committee will then choose schools from each section to receive a plaque. those applications will then be evaluated to determine a sportsmanship promotion banner award winner!
The deserving schools will be recognized by the NYSPHSAA and honored at the NYSPHSAA Central Committee Meeting. Click here to fill out the Sportsmanship Promotion Survey.

Question from Athletic Director:
“I have a lacrosse player that was hurt prior to the lacrosse season starting and will be cleared to practice on March 31. The doctor’s note states he is cleared for practice, but cannot have contact. Do these practices count towards his required practices before a contest since he is not fully cleared?”
Answer:
No, the athlete must be fully cleared in order for the practices to count.
