NYSRA Daily Update: COVID-19 Outbreak | March 17, 2020

Federal

  • Today, Treasury Secretary Steven Mnuchin announced that taxpayers owing a payment to the IRS may defer the payment for 90 days. Treasury Secretary Mnuchin said individuals can defer up to $1 million, and corporations may defer up to $10 million. No interest and penalties will be charged on these deferred payments. Mnuchin suggested many Americans should still strive to file their returns by April 15th in order to receive any refunds they may be due.
  • We have asked the National Restaurant Association to clarify the SBA Disaster Assistance Fund application process as it seems NY is not listed as an applicable zone.
State
  • We are working with numerous state legislators to circulate a letter asking them to include a deferment of sales tax in the state budget.
  • Guidance from the SLA was released this morning, they have also added a Q+A section that can be found on our website at nysra.org.

New York City
  • Con Edison in an email today announced: “We will not shut off electric, natural gas or steam service due to payment difficulties resulting from the health crisis. And we are waiving new late-payment charges for all customers. What’s more, we’re suspending the fee usually charged to a customer who is unable to grant access to their property. Of course, we will continue to shut off service when there is a safety issue.”
  • Our members are reporting that FDNY is making the rounds to ensure restaurants are indeed open only for takeaway and delivery.
