  • Five upstate New York regions – the North Country, Finger Lakes, Central New York, Mohawk Valley and the Southern Tier – have begun Phase 1 reopening operations. For the remaining five regions – Western New York, the Capital Region, the Mid-Hudson Valley, New York City and Long Island – New York State on PAUSE business restrictions and social protocols have been extended through May 28. Governor Cuomo today stated that if any of the five currently closed regions hits the required COVID-19 benchmarks between now and May 28, that region also will be approved for Phase 1 reopening. 

  • The NYS Department of Health has released new reopening guidelines for businesses in New York. All businesses in these categories will need to comply with the minimum guidelines established by the State and will need to develop a written “Safety Plan” outlining how its workplace will prevent COVID-19 exposure. The State has provided industry specific safety plan templates, but also allows the business to develop its own Safety Plan. While the Safety Plan does not need to be submitted to the Department, the Safety Plan does need to be kept on file with the business AND posted conspicuously at the site of business. Businesses will also need to file an affirmation of compliance with the Department.


  • NYSRA has washable, reusable facemasks for restaurant workers and delivery drivers. The masks were given to NYSRA for free by the State of New York through the State Liquor Authority. NYC
  • Though Governor Cuomo has indicated New York will join our neighboring states in opening beaches for Memorial Day Weekend, NYC Mayor de Blasio has stated that city beaches will remain closed. Critics of that decision claim that this may be impossible to enforce or cause crowding issues at Long Island and other nearby beaches that do open.
