We are all trying to work through an unprecedented loss in our city and neighboring communities. We are dealing with inconsistent government leadership, and tenant activists who are spreading rumors and falsehoods as part of their mission to heighten antagonism.


We will offer what we know to be accurate information to help you to find your way forward. As always, our goal is a thriving, fair and equitable multi-family housing industry.

HOUSING OUR DISPLACED NEIGHBORS


We have written about our proposal to temporarily extend one subsection of Measure H to allow non-landlords to rent out ADUs, condos, and other vacant units for up to 12 months. This process already exists for single-family homeowners who are temporarily renting out their own residence. We are simply asking the City Council to use its emergency powers to grant a temporary extension to Measure H's existing rule on temporary tenancies so that many more vacant units can house our displaced neighbors.


Activists are pushing back on this idea because it reduces their power over Pasadena housing, even though it directly helps residents of our city. The Chair of the Rent Board even dialed in to a City Council meeting under the pretense of being a private citizen to speak against this reasonable and temporary change.


Please email the City Council to ask for this temporary extension of section 1805(a). As we've said before, this is not an attempt to overthrow Measure H by stealth, because we have stated publicly we intend to fix Pasadena's broken rental governance in at the ballot box in 2026.



RENT DEPARTMENT'S REQUESTS


After more than a week of inaction, the Rent Stabilization Department has emailed some Pasadena landlords to ask them to offer rental units without charging security deposits up-front.


We urge you to be cautious about responding to this. There is no guarantee that you get any support if your new tenant damages your unit without a deposit in place.


If you want to take part in this program, we suggest you email Director Helen Morales to ask if her department will guarantee security deposits out of its six million dollar budget.

Clean-Up Scams

False Claims of Owner Responsibilities



Tenant activists are pushing false claims about your responsibilities for smells, ash, and smoke. Naturally, we urge you to deal with essentials like scheduling HVAC filter changes and cleaning common areas safely to remove ash. Tenants should have renters' insurance to help them clean their own property like curtains, beds, and furniture.


Scammers are also making false claims that you must immediately hire their chosen "remediation company" to fix your apartment or face legal action. These fraudsters are preying on your fears. This is an unprecedented situation and official advice is still incomplete.


We will provide additional guidance as we receive accurate official information. In the meantime, we recommend you read and share the information and advice provided by Caltech's Professor Paul Wennberg.
