As you may know, SB 221 moved through the Senate with broad bipartisan support. In fact, the bill received unanimous support in both policy committee and the full Senate floor vote.
Now, Assemblymember Nick Schultz (D-Burbank), the Chair of the Assembly Public Safety Committee, needs to hear from you! We’re hearing that opposition pressure may be swaying him to vote no. We need your voice TODAY!
Opponents argue that existing animal abuse laws are enough when a stalker terrorizes someone by threatening their pet—including service animals, emotional support animals, and horses. But those laws only protect the animal after harm has been done.
Current law does not protect human victims from the psychological terror of a stalker making credible threats against their beloved pet, where they can inflicted serious emotional anguish. That’s why the Riverside DA and other advocates are also fighting for SB 221.
A sad example in Riverside County occurred when a stalker threatened a woman's, Breanna, cat. Nothing could be done because such a threat wasn't a part of the stalking statute. A few days later, the stalker took Breanna's cat and skinned it alive.
SB 221 will close this dangerous loophole, so that law enforcement can act before the violence can occur.
