NC Funding Training

The NC Funding Training for all board members has been updated to incorporate the recently updated policies and guidelines. This virtual training offers board members the flexibility to complete it at their own convenience. All board members are required to finish the training and pass the NC Funding Training quiz by August 31. 


Our goal with this new training is to align the NC Funding training deadlines for all board members. Following completion, the NC Funding training will expire for every board member on June 30, 2027. Beginning July 1, 2027 board members will be provided a 45-day window to finish the training, which will then remain valid for a two-year period thereafter.

NC Election Information Sessions

The Neighborhood Council Elections and Funding Division is hosting Neighborhood Council Election Information sessions to provide an overview of the 2027 Neighborhood Council Election season, including the hybrid election model, election schedule and timeline, the candidate filing process, and voting procedures.


The scheduled dates, times, and locations for these informative sessions are provided below:

Admin Packet

The Administrative Packet for the upcoming new Fiscal Year 2026-2027 is available on our Program website. The Admin Packet allows your Board to plan and create its annual budget, assign its Financial Officers, and confirm any administrative/operational services, i.e. storage space, website support, for the upcoming Fiscal Year. 


The annual budget and Administrative Packet can be used as a strategic, financial road map to help your NC achieve its mission, goals, and objectives. The annual budget is comprised of the following expenditure categories: 


1. General and Operational expenditures, which include 

a. Office/Operations

b. Outreach 

c. Elections 

2. Neighborhood Purposes Grants 

3. Community Improvement Projects 


Plan on submitting your Admin Packet/annual budget as soon as possible following the beginning of the new Fiscal Year, starting July 1st, in order to gain access to your total regular annual funds when the Fiscal Year starts.


NCs that have not submitted an Admin Packet/annual budget to the NC Funding Program will have limited access to their funds of up to $600.00/month to help pay for general office/operational expenditures only, including office space costs, storage unit rent, meeting services, i.e. translation, minute-taking services, refreshments etc.


The last section of the Admin Packet, “Leases & Agreements”, allows NCs to identify services for the new fiscal year that may need a City contract, such as office space, meeting space, storage facilities, P.O. boxes, and/or website services. 

  • If a City contract is needed, the NC board will be notified to agendize and approve entering into the contract at an upcoming board meeting.
  • The approval of the Admin Packet/annual budget does not replace the vote the board will need to take to approve any contracts needed. The NC will need to agendize and approve all contracted services separately. 


TIP: For services the NC knows will require a City contract, i.e. usually office or meeting space leases, website services, the NC may approve the vendor, scope of service, and necessary funding during the same meeting where the Admin Packet is being approved. Each contracted service must be agendized as separate board actions.

Rollover of Unspent Funds

Please refer to Policy 1.1.3, Annual Budget Funds Rollover, in the Policies and Guidelines Handbook for more information on NC’s ability to roll over funds at the end of the Fiscal Year. Per standing Program policy, NCs are able to roll over up $10,000 from one Fiscal Year to the next, on a non-cumulative basis. Non-cumulative means no more than $10,000 may be rolled over and added each year to the regular annual budget allocation for each NC.


An NC is INELIGIBLE to receive rollover funds if any of the following apply:

  1. In Exhaustive Efforts status as determined by DONE;
  2. Funds are in “frozen” status, i.e., due to missing Monthly Expenditure Reports; 
  3. The current sitting Treasurer and Bank Cardholder are not in good standing per Program Policy


Important Note: While standing Program policy only allows for rollover of up to $10,000, in the last two fiscal years, City Council and Mayor’s Office action has allowed for complete rollover of all unspent funds. Please note that this is not a guarantee that the same will occur for the upcoming fiscal year. If there are any actions taken by the City Council and Mayor’s Office regarding NC rollover that differ from our Program policy, we will notify you and proceed according to their authorization.

NPG Application Update

Starting July 1st, as the new Fiscal Year 26-27 begins, Neighborhood Purposes Grant (NPG) payment requests submitted in the NC Funding portal must include the following:


  • The new NPG application, released with the updated Program Policies and Guidelines last April 1.

    Please share this link with prospective NPG applicants so they may download and complete the new application according to the updated Program policies and guidelines.


  • Verification of applicants’ CA State registry status with the CA Department of Justice and/or Secretary of State. 
    
    
    The website links for these two State agencies are found in the new NPG application packet, under the “Application Process” section. 
    
    
    NPG applicants must submit printouts or screenshots of their registry status when they submit their NPG application to your NC.
    
    
    Also, as part of the updated Program Policies and Guidelines, NPG grantees must submit a Project Completion Report to your Board within 60 days after the project completion date indicated in their NPG application. 

Grantees that fail to submit the required report may be disqualified from receiving future NPGs from the NC or the NC Funding Program.

Important Fiscal Year End 2025–2026 Deadlines

Neighborhood Councils are encouraged to plan ahead and submit requests early to ensure processing before the end of the fiscal year.


Key Dates:

  • June 1, 2026 – Final day to submit check payment requests through the NC Funding System Portal, including Neighborhood Purpose Grants (NPGs).
  • June 20, 2026 – Final day to make purchases using the NC bank card.
