Welcome to the Neighborhood Council Elections and Funding Division inaugural monthly newsletter. This newsletter will provide Neighborhood Councils with essential updates regarding NC elections and funding policies, guidelines, resources, and more.

Updated Policies and Guidelines

After conducting the Neighborhood Council Funding Workgroup, we have updated policies and guidelines to enhance transparency and clarity based on the feedback received. Key improvements include examples for prepayment approval, a comprehensive glossary of terms, and clearer policy definitions. We provide a comprehensive suite of innovative solutions designed to streamline your operations, enhance productivity, and drive growth like never before! Updated NPG Application

The Neighborhood Purposes Grant (NPG) application process has been updated to enhance clarity to NCs and accountability to NPG recipients. The application itself has been expanded to better inform both Neighborhood Council Board Members and applicants about the requirements for approval. Additionally, the Project Completion Report form is now a mandatory requirement for all successful NPG applications submitted after April 1, 2026.

Important Fiscal Year 2025–2026 Deadlines 

Neighborhood Councils are encouraged to plan ahead and submit requests early to ensure processing before the end of the fiscal year.


Key Dates:


  • May 20, 2026 – Final day to submit Event Approval Requests using Fiscal Year 25/26 funds.
  • June 1, 2026 – Final day to submit check payment requests through the NC Funding System Portal, including Neighborhood Purpose Grants (NPGs).
  • June 20, 2026 – Final day to make purchases using the NC bank card.


Please ensure all requests are submitted with the required documentation by the deadlines listed above to allow sufficient time for processing.

NC Funding Fiscal Calendar

Never miss a deadline again! The brand-new NC Funding Fiscal Calendar lists all critical deadlines for the current fiscal year in one convenient place. Effective April 2026, the due date for Monthly Expenditure Reports (MERs) will extend to the 15th day of the second month following the reporting month.


NC Funding Financial Officer Handbook 

The NC Funding Financial Officer Handbook is a comprehensive guide for Neighborhood Council Financial Officers for navigating the NC Funding System Portal and managing all fiscal operations. It details the procedures for payment requests, NC Bank Card transactions, event requests, budget allocation, and Monthly Expenditure Reports. The handbook also provides instructions for submitting the annual Administrative Packet, using the Board Action Certification form, handling Neighborhood Purposes Grants (NPG) and Community Improvement Projects, managing contracts and leases, and processing emergency expenditures.

  • Updated NC Event Application and Checklist: An updated guide to help Neighborhood Councils plan and prepare required documents, such as the Event Approval Request Form which must be uploaded at least 30 days in advance, to manage potential risks and liabilities when hosting or co-hosting an event.
