NC Elections and Funding Budget Update

The Mayor's Budget was released on Monday, April 20, 2026 allocating $861,988 for the City Clerk to administer the 2027 Neighborhood Council Elections through vote by mail (VBM). Also, included in the proposed budget is the rollover of up to $10,000 in unspent funds.



Through the budget hearings, this office intends to seek the ability to conduct a hybrid election by consolidating the twelve (12) election regions to six (6) in an effort to reduce costs and bring us closer to the allocated amount. In addition, the City Clerk will seek to have all unspent funds rolled over to the 26/27 fiscal year. 



The Neighborhood Council Elections and Funding Division will provide further updates as they become available. The City Clerk’s budget hearing is scheduled for May 4, 2026.


Important Fiscal Year 2025–2026 Deadlines 

Neighborhood Councils are encouraged to plan ahead and submit requests early to ensure processing before the end of the fiscal year.


Key Dates:


  • May 20, 2026 – Final day to submit Event Approval Requests using Fiscal Year 25/26 funds.
  • June 1, 2026 – Final day to submit check payment requests through the NC Funding System Portal, including Neighborhood Purpose Grants (NPGs).
  • June 20, 2026 – Final day to make purchases using the NC bank card.


Please ensure all requests are submitted with the required documentation by the deadlines listed above to allow sufficient time for processing.



Event Planning Checklist

Introducing the updated NC Event Planning Checklist. All Neighborhood Councils can now use the newly improved NC Event Planning Checklist to plan community events, ensuring all risks and liabilities are properly addressed. This tool helps NCs prepare the necessary documents for the NC Funding Program review and approval process.


If your NC is hosting, co-hosting, taking part in event planning, or contributing financially/in-kind, you must complete an Event Approval Request Form and summit it along with the BAC approving the event and the event budget to the NC Funding System Portalno later” than 30 days in advance of the event date. The NC Event Planning Checklist includes a tool used to determine if your NC is considered to be an event host or co-host. The checklist also details requirements on food service, entertainment, equipment, and required vendor documentation. The checklist also provides information on how to locate vendors who have worked with the City and other best practices to assist your NC in planning your next event.

BAC Tips

To avoid any delays or denials in your payment requests, MER submissions, or any other funding-related board actions that require our Program review, providing a complete and accurate BAC is important. 


  • Ensure all the requested information in the top section of the BAC form is properly and completely filled, including your NC Name, Fiscal Year, Board Meeting Date, Agenda Item number, and Method of Payment.
  • The Board Motion needs to match exactly the final motion that your board approved. The motion may not always be as it was originally written on your meeting agenda as your board may have amended the final motion approved.
  • Ensure an accurate Vote Count, with a board quorum established. Confirm that all board members present and voting are eligible to vote, including compliance with required Board member training and disclosing any conflict of interest per counsel from the City Attorney’s Office NC Advice Division.
  • We advise verifying at the beginning of your board meetings that all board members present are current with their required Board Member training
  • If issues related to any potential conflict of interest have not been consulted with the City Attorney’s Office, we advise postponing the agenda item until after the consultation.
  • Ensure that only authorized and eligible Financial Officers sign the BAC form.
  • This includes the Treasurer, Second Signer, and Alternate Signer
  • Confirm that these Financial Officers are current with their required training
  • If these Financial Officers are impacted by conflict of interest issues, as advised by the City Attorney’s Office, please reach out to your Funding Representative for guidance on completing the BAC signatures.
  • Legible handwritten signatures and electronic signatures are acceptable. Copying and pasting of signature images is not acceptable.
