The 2027 Neighborhood Council Elections will be conducted using a hybrid election model, allowing stakeholders the option to vote in person at a polling location or by mail. Here is important information about the 2027 Neighborhood Council Election season.

Our office is hosting Neighborhood Council Election Information sessions to provide information on the hybrid election model, election timeline, candidate filing, voting process, and changes for the 2027 Neighborhood Council Election season.

Neighborhood Council Election Information Worksheet
The 2027 Election Information Worksheet provides your Neighborhood Council the ability to provide preferred polling hours and location, election or outreach chair contact information, and translation needs for your election.
The Election Information Worksheet requires an official action by the Neighborhood Council board. Submit the board approved Election Information Worksheet no later than Monday, August 31, 2026.

Fiscal Year 2026 - 2027 begins July 1, 2026. NCs may begin submitting Administrative Packets/Annual Budgets.

Per the City Council and Mayor’s approval of the City annual budget for Fiscal Year 2026-2027(FY26-27), starting July 1st, the NC annual regular budget allocation remains at $25,000 and all unspent/uncommitted funds remaining from FY25-26 funds are available for rollover.
To access your funds for your operations and functions in this new FY, you may draft and approve your FY26-27 annual budget using the regular allocation of $25,000. Soon after our Program's annual accounting report is reviewed and approved by the City Controller's Office, expected around mid-August, we will notify your NC of your respective final unspent/uncommitted funds balance, if any, available for rollover to include in your FY26-27 annual budget.
When you receive the final balance available for rollover, you must amend the annual budget, if already created, to reflect the addition of the rollover funds, if any.
An NC is INELIGIBLE to receive rollover funds if any of the following apply:
- In Exhaustive Efforts status as determined by DONE;
- Funds are in “frozen” status, i.e., due to missing Monthly Expenditure Reports;
- The current sitting Treasurer and Bank Cardholder are not in good standing per Program Policy

The Administrative Packet for the upcoming new Fiscal Year 2026-2027 is available on our Program website. The Admin Packet allows your Board to plan and create its annual budget, assign its Financial Officers, and confirm any administrative/operational services, i.e. storage space, website support, for the upcoming Fiscal Year.
The annual budget and Administrative Packet can be used as a strategic, financial road map to help your NC achieve its mission, goals, and objectives. The annual budget is comprised of the following expenditure categories:
- General and Operational expenditures, which include
- Office/Operations (including monthly recurring expenditures for meeting and office operations that only need one-time approval as itemized in this section of your annual budget.)
- Outreach
- Elections
- Neighborhood Purposes Grants
- Community Improvement Projects

Plan on submitting your Admin Packet/annual budget as soon as possible at the beginning of the new Fiscal Year, starting July 1st, in order to gain access to your total regular annual funds when the Fiscal Year starts.
NCs that have not submitted an Admin Packet/annual budget to the NC Funding Program have limited access to their funds of up to $600.00/month to help pay for general office/operational expenditures only, including office space costs, storage unit rent, meeting services, i.e. translation, minute-taking services, refreshments etc.
The last section of the Admin Packet, “Leases & Agreements”, allows NCs to identify services for the new fiscal year that may need a City contract, such as office space, meeting space, storage facilities, P.O. boxes, and/or website services.
- If a City contract needs to be drafted, the NC board will be notified to agendize and approve entering into the contract at an upcoming board meeting.
- The approval of the Admin Packet/annual budget does not replace the vote the board will need to take to approve any contracts needed. The NC will need to agendize and approve all contracted services separately.
TIP: For services the NC knows will require a City contract, i.e. usually office or meeting space leases, website services, the NC may approve the vendor, scope of service, and necessary funding during the same meeting where the Admin Packet is being approved. Each contracted service must be agendized as separate board actions.

As part of your planning efforts for the new fiscal year, services that require a City agreement or renewal must be agendized as separate board actions. The approval of the Admin Packet/annual budget does not replace the vote the Board will need to take to approve any contracts needed.
Expenditures will require a contract if the expenditure falls under one of the criteria listed below:
- Owner of the location/business or vendor requires a contract
- Expenditure for the service exceeds $5,000 within a fiscal year
- Neighborhood Purposes Grants (NPGs) exceeding $5,000
- Expenditure for the service exceeds three months (exceptions may include subscription services)
- The risk and liability exposure to the City, as determined by the NC Funding Program, is excessive

Office space always requires a lease agreement and should be within the NC's geographic boundaries, whenever possible. Meeting space lease agreements are required in the following instances:
- If the owner of the leased facility requires an agreement
- If the NC wants to secure the meeting venue for certain dates and times on an on-going basis.
All vendors contracting with the City/NC are required to register an account and submit business compliance documents through the Regional Alliance Marketplace for Procurement (RAMP). Failure to comply with the City’s contracting requirements will result in the NC’s inability to hire the vendor for any services.

The NC Funding Training for all board members has been updated to incorporate the recently updated policies and guidelines. This virtual training offers board members the flexibility to complete it at their own convenience. All board members are required to finish the training and pass the NC Funding Training quiz by August 31.
Our goal with this new training is to align the NC Funding training deadlines for all board members. Following completion, the NC Funding training will expire for every board member on June 30, 2027. Beginning July 1, 2027 board members will be provided a 45-day window to
finish the training, which will then remain valid for a two-year period thereafter.
