Dear Neighbors,

Investing in East Long Beach has been my focus as your Councilwoman. When elected, many areas at El Dorado Park were in terrible disrepair. There was no plan or funding to fix them. Hand in hand with neighbors we evaluated our facilities, parks areas, and ponds. I talked with neighbors, held project input and priority meetings and made revisions to the plans. Now, we are ready to invest more than $9 million into El Dorado Park and work toward restoring it back to the park it once was.

Join me, Public Works, and Parks, Recreation, and Marine and other neighbors on Wednesday, October 28th from 5:00-6:30 PM to hear how your comments and input shaped our next 7 major El Dorado Park projects.

These projects have been six years in the making and we want to share the current status of each of them. Below you will find the meeting link and a brief summary of each park project that will be discussed.

EL DORADO PARK PROJECTS ROUNDUP
DUCK POND IMPROVEMENTS
PROJECT SUMMARY
  • Initiated in 2016 as part of Measure A park improvements, the El Dorado Park Duck Pond project will completely overhaul and replace the existing concrete walkway, improve landscaping, it will drain and dredge the pond, and update the underground utilities.
  • Project purpose is to improve water quality, enhance outdoor ecology and green space, replace pedestrian walkways and create ADA access.
  • In 2020, supplemental funding was granted from the Long Beach Water Department to help with overall project costs and water quality enhancements.
BRANCH LIBRARY IMPROVEMENTS
PROJECT SUMMARY
  • Initiated in 2016 as part of Measure A community facilities improvements, the El Dorado Branch Library project scope addresses needs outlined in the Facility Condition Assessment. Improvements may include upgrading or replacing the roof, upgrading the HVAC system and replacing carpet.
  • Project purpose is to extend the useful life of the facility, optimize energy and operational efficiencies, and improve the library visitor experience.
WEST AREA SOCCER FIELD #1 ALL WEATHER TURF FIELD
PROJECT SUMMARY
  • Initiated in 2014 as a collaborative between previous Councilmembers, O'Donnell and Schipske to improve Citywide playability and capacity of soccer field spaces in Long Beach. Several considerations were and still are:
  • Safer and longer lasting surfaces for youth recreation and play;
  • Enhanced water efficiency; and
  • Lowered overall maintenance costs and upkeep.
  • EL Dorado Park West hosts approximately 1,600 kids annually for soccer practice and league activities on 3 available fields.
  • Due to increased demand for fields (25% increase since 2013) and increase in drought conditions across Southern California, many natural fields present ongoing hazardous conditions with uneven playing surfaces, weeds, worn or dirt patch areas, and gopher holes.
  • 6 local community and public meetings were held to hear resident feedback regarding location, possible lighting, fencing, and environmental infill options with the following changes made:
  • The turf field will be made with organic in-fill consisting of cork and sand or coconut husk options.
  • Fencing will only be installed behind the goal lines with landscaping boulders placed to limit field damage and vehicle access.
  • Lighting will not be installed.
  • Since 2014, several prior City Council and Measure A funding allocations were approved. The bid process recently concluded and the winning proposal will be agendized at an upcoming City Council Meeting for additional input.

OTHER 5TH DISTRICT ALL WEATHER TURF FIELDS
GOLDEN GROVE EVENT AREA & PLAYGROUND
PROJECTS SUMMARY
  • Initiated in 2018 as part of Measure A park improvements, the El Dorado Park Golden Grove Event Area is one of the most rented outdoor spaces in Long Beach providing an affordable option for regional cultural festivals and community programming.
  • Improvements include surface and sidewalk, path-of-travel enhancements, additional picnic tables, LED lighting improvements, as well as upgrades to the existing sink and barbecue areas.
  • Project purpose is to enhance outdoor recreational opportunities for residents and community organizations, improve the park visitor experience and improve ADA accessibility.
  • Adjacent to the event area, the Golden Grove Playground project replaces certain aging playground equipment with new features appropriate for ages 2-5 and 2-12. The project also adds new rubber surfacing and sand while improving safety and accessibility.
EAST AREA RESTROOM REHABILITATION
PROJECT SUMMARY
  • Initiated in 2016 by park visitor request and as part of Measure A park improvements, facility maintenance and improvements include roofing repairs, painting and accessibility updates.
  • Project purpose is to enhance the useful life of each facility and reduce maintenance expense.
  • Planned improvements and project status are as follows:
  • Restroom No. 40 - construction has begun and is pending completion.
  • Restroom No. 41 - construction starting soon.
  • Restrooms Nos. 38 and 43 - #38 was completed and #43 construction has begun and is pending completion.
ADA PLAYGROUND CONCEPTS
PROJECT SUMMARY
  • Initiated in 2019 by Mayor Garcia, myself, and 5th District resident and parent advocate, Jon Schultz to seek creative improvements for aging park infrastructure and to meet the play needs of differently-abled children in Long Beach.
  • $100,000 was allocated to kick-off design work and planning for a state of the art ADA accessible all-inclusive playground in Long Beach that gives children with different abilities a play structure that they can share with peers and family of all abilities.
  • This playground project will be led by the new Parks Planning & Partnerships Bureau of Parks, Recreation and Marine and PLAY Long Beach (a community group of Partners of Parks), helping to raise funds and seek grant funding opportunities to meet project needs.

  • 106 female, 149 male (+1)
  • 254 individuals had underlying health conditions (+1)

Long Term Care Facility Case Information:
  • 1,482 positive cases have been confirmed at long-term care facilities in the City since the start of the pandemic (see attachment)
  • There are currently no active COVID-19 cases at LTCFs in Long Beach  
Latest Highlights:
  • Moving forward, COVID-19 live-stream press conferences will take place as needed. The latest briefing, held today at 3:00 PM from our Mayor and City Health Department, can be found on the @LongBeachCity Facebook, Twitter, and Instagram feeds.
  • The City has issued an updated health order allowing for private gatherings consisting of no more than three households in accordance with protocols to control the spread of COVID-19. See latest press release for details.
  • The City is seeking proposals for nonprofit and for-profit organizations to deliver vital services for businesses impacted by the COVID-19 pandemic, including business outreach and education, business assistance and marketing support and small business consulting.   • The Long Beach Airport, in partnership with the Arts Council for Long Beach, is seeking submissions from local women artists for a pandemic-themed art exhibit. See latest press release for details.
  • Applications are now available for two new City grants designed to support Long Beach nonprofit organizations. See latest press release for details.
  • Every October, volunteers and City employees work together to tally the number of bicyclists, pedestrians and e-scooter riders across key intersections in Long Beach. The City is looking for volunteers to assist with counts and make observations regarding how people are using roadways.
