PMAA Comments on EPA Proposed Water System Restructuring Assessment Rule

The proposed Water System Restructuring Assessment Rule creates a framework for states and public water systems to assess and implement restructuring alternatives for systems in chronic noncompliance.

The EPA defines “restructuring” as a change in the management, ownership, operations, or physical infrastructure of a water system. In PMAA's comments, one main concern is that while we generally support regionalization, we object to any preference for the transfer of ownership from municipal authorities to private investor-owned utilities.
