Learn How to Engage with the

Nevada County Planning Department


The Nevada County Planning Department is inviting residents to a public workshop on Aug. 27 to learn how the department works, how to get involved, and how to comment on new development proposals.


The workshop will be held from 5:30 pm to 7 pm in the Board of Supervisors Chambers, 950 Maidu Ave., Nevada City. The session will also be livestreamed for viewing by clicking here. Staff will give a 30-minute presentation and will then be available to answer any questions.


“We want to make it easier for residents to understand how planning and land use decisions are made,” said Planning Director Brian Foss. “By walking people through the permit and development process, we hope to empower the community to share their input early and feel confident pursuing their own development projects.”


Information to be discussed will include:

• Overview of the planning process and what the Planning Department does

• How to apply for a permit, such as a land subdivision or use permit, and what to expect once you submit an application

• How to provide input on development proposals in the community


The Planning Department applies community land-use policies and strives to meet the needs of individuals and businesses. Its goal is to protect the environment to ensure that Nevada County remains a desirable place to live, work, and recreate.

Networking for Writers Workbook: Practical Strategies for Networking Success


This month's featured book in the Economic Development library is calling all writers! After writing her first book in 2021, Networking for Freelance Editors, Linda Ruggeri realized that freelance editors were not the only industry that could benefit from a handbook for intentional community building. Her second book, Networking for Writers, a step-by-step guide for building intentional connections in the writing industry, was published in 2024.

Nevada County Economic Update, August 2025


The Federal Reserve’s July 2025 Beige Book reports slower growth across the Mountain West, including Nevada County. Employers are exercising caution in hiring, consumer spending is softening, and nonprofits are stretched thin.


Despite these broader trends, Nevada County continues to show encouraging signs. Our unemployment rate has steadily improved—from 4.9% in January to 4.3% in May 2025—reflecting a stable labor market. Currently, 45,815 residents are employed, underscoring the resilience of our workforce.


Housing remains a critical factor in our local economy. Inventory increased 28% year-over-year as of June, offering more options for buyers. However, affordability challenges persist, with a median home price of $602,800. While our per capita income stands at $49,935, 10.9% of residents remain below the poverty line, highlighting the need for balanced economic development that supports all community members.


As we move forward, Nevada County will continue to prioritize strategies that strengthen local business, expand housing affordability, and support workforce training. By keeping a steady focus on these areas, we can weather broader economic shifts while building a more resilient future.

Grass Valley Chamber of Commerce Ribbon Cutting for the Seasons Collection.

Seasons at Loma Rica Ranch in Grass Valley


Richmond American Homes has launched a new housing development in Grass Valley, adding to the range of residential options in Nevada County. The Seasons Collection at Loma Rica Ranch offers six floor plans, with both single- and two-story models. Homes range from approximately 1,390 to just over 3,000 square feet and include three to five bedrooms.

California State Expansion Program (STEP) Grant


Deadline: Aug 29, 2025


Purpose:

The California State Expansion Program (STEP) grant offers financial assistance to eligible California small businesses seeking to expand into foreign markets through STEP Events and Export Vouchers. 


Description:

STEP aims to boost the number of qualified small business exporters and increase the volume of goods and services they export. Eligible California small businesses can participate in up to two (2) STEP events per federal fiscal year, with potential participation in additional events based on space and funding availability. For the Export Voucher, eligible businesses can receive reimbursement for up to 75% of pre-approved expenses, capped at $10,000 per federal fiscal year of October 1, 2024 – September 30, 2025.


Eligible Applicants:

Business

For-profit; Business Organized or incorporated in the U.S; Exporting goods or services of U.S. origin or that have at least 51% U.S. content; Meet SBA small business size standards; In business for at least one year.

Elevate Youth California

Cohort 7 Standard Track Grant Opportunity


The California Department of Health Care Services (DHCS) has announced the upcoming Elevate Youth California (EYC) Cohort 7 Standard Track grant, offering approximately $47 million to support youth-led substance use prevention initiatives.


This statewide program aims to empower youth of color and Two-Spirit/LGBTQIA+ individuals aged 12 to 26 in communities disproportionately impacted by the War on Drugs.


Program Overview

EYC Cohort 7 seeks to fund community-based, Tribal, and county behavioral health organizations that implement comprehensive strategies to reduce risk factors such as trauma and disconnection from school or community. The program emphasizes enhancing protective factors like cultural identity, mentorship, and civic engagement.


Funding Details

  • Total Available Funding: $46,983,480
  • Funding Method: Reimbursement
  • Period of Performance: January 1, 2026 – December 31, 2028


Eligibility Criteria

Eligible applicants include 501(c)(3) nonprofit organizations and Tribal organizations with established and trusted community relationships. Organizations currently receiving EYC funding are ineligible unless their award ends by December 2025.

  • Anticipated Open Date: August 18, 2025
  • Expected Award Announcement: December 22, 2025

FM Fire Service Grant Program

Enhancing Pre-Incident Planning for Fire Departments



FM Global is offering grants of $5,000 to fire service organizations across the United States through its Fire Service Grant Program. These grants aim to support the development and enhancement of pre-incident planning efforts, ensuring fire departments are better prepared to respond to emergencies.


Grant Purpose and Eligible Uses

The FM Fire Service Grant Program is designed to assist organizations in strengthening their capabilities through comprehensive pre-incident planning. Grant funds can be utilized for:

  • Acquiring pre-incident planning software and technologies
  • Conducting training and workshops for personnel
  • Developing detailed maps and databases of high-risk areas
  • Performing risk assessments and simulations


Eligibility Criteria

Eligible applicants include governmental units (city, town, county, state, or federal) and 501(c)(3) tax-exempt organizations. Applicants must submit a W-9 form with their application.


Applications will be evaluated based on:

  • Demonstrated need for pre-incident planning

  • Clarity and feasibility of the proposed project plan

South Yuba River State Park. This park offers multiple access points with open trails and river vistas, perfect for casual stargazing or night photography. The natural surroundings help reduce light interference, making the stars shine even brighter.


Scotts Flat Reservoir. Just 6.5 miles east of Nevada City, Scotts Flat Reservoir features open water and surrounding hills that provide an ideal backdrop for stargazing. Picnic areas and day-use spots allow visitors to settle in comfortably under the night sky.


Spenceville Wildlife Area. Situated near Penn Valley, this wildlife area offers wide-open spaces and low light pollution, making it a prime spot for observing constellations and celestial events. While generally open during daylight hours, it’s worth checking with local land managers about evening visits.


Nevada County Fairgrounds. In Grass Valley, the Fairgrounds occasionally hosts stargazing nights organized by local astronomy groups. These events provide telescopes, expert guidance, and a chance to connect with fellow skywatchers. Check the Nevada County Astronomers Club for upcoming dates.
