As many of you know, Nevada had the great honor of being one of few states in the country selected as a Mentor State for the National Governors Association Phase III - Work-Based Learning Policy Academy 2020. This grant enables GOWINN to provide mentorship to other state teams not previously involved in the Academy through Learning Labs and share best practices, learned lessons, and create a curriculum for these convenings. In addition, Mentor States share their accomplishments from the Academy to solidify their status as a leader in this area of state policy.
Enhancing student employability is a key aspect of any degree or certification; however, embedding such activities in the curriculum is often challenging. Placements (internships in Nevada) or experiential visits are the most widely used approach, but these are not always inclusive. To close the gap, raise awareness and develop a sustainable structure for Work-based Learning, GOWINN created a multifaceted approach that included partnering with various industries, education providers, and community stakeholders. Partners were paramount to successfully drawing awareness to the benefits of Work-based Learning programs in Nevada and the nation.

GOWINN would like to thank Secretary of Labor Marty Walsh, Governor Steve Sisolak, Congresswoman Dina Titus, and Clark County Commissioner Marilyn Kirkpatrick, for visiting the Latin Chamber of Commerce in Las Vegas on September 13 and taking the time to hear from our Chambers and businesses on our state's workforce needs. GOWINN was delighted to support the Secretary's visit and will work to provide additional opportunities for Nevadans in partnership with all present. We are looking forward to helping our community with inclusive workforce development.

Industry Sector Council Revitalization Events in October |
The state's Industry Sector Councils are being revitalized beginning with four initial sectors. The councils will consist of employers, organized labor, post-secondary education, or other relevant groups or individuals that facilitate data-driven recommendations concerning sector-specific workforce needs and challenges that will help guide State workforce development efforts.

WIOA Performance Report Narrative Refresher Webinar |
The ETA is hosting a webinar on October 13 that will provide a refresher course on the development and submittal of the Workforce Innovation and Opportunity Act (WIOA) Annual Statewide Performance Report Narrative that states must submit by December 1, 2021. The webinar will review Training and Employment Guidance Letter (TEGL) 5-18, as well as provide insights and best practices to submitting this required report.

Improving Access to Licensed Occupations for Low-Income, Unemployed, and Dislocated Workers |
The burden of paying for the education and fees required to obtain a license and paying higher prices for goods and services are disproportionally felt by those for whom money is tightest: Americans who are low-income, unemployed, and/or dislocated workers. This policy brief will outline options for policymakers working to ensure that occupational regulations provide flexibility for licensed workers and ensure public safety. |

DOL Appoints Newly Reinstated Advisory Committee On Apprenticeship |
Secretary of Labor Marty Walsh announced on September 20 the appointments of 29 members to serve on the Secretary’s Advisory Committee on Apprenticeship (ACA). Comprised of leaders from across the Registered Apprenticeship system including employers, labor-management organizations, unions, community colleges, advocacy and minority-serving organizations, and other institutions. The ACA will promote greater awareness of the benefits of Registered Apprenticeship, foster increased alignment between apprenticeship opportunities and the workforce and education systems, expand apprenticeship into new industries and occupations, and ensure equity for under-represented populations. The advisory committee will meet for the first time on October 6, 2021. |

Western Governors University-Nevada |
|
Western Governors University (WGU) received a $4.9 Million grant from the Bill & Melinda Gates Foundation to further WGU's mission of removing barriers to higher education among underserved audiences. The R&D for Growth and Equity grant underlines the commitment that both organizations have made to ensure that all have access to gaining the skills and credentials necessary to improve the employment opportunities and quality of life for workers and their families. As a leader in innovation in higher education, WGU will use this initiative to fund research to develop new programs that will lead to greater outreach and success rates for these students here in Nevada and nationally. |

Governor's Workforce Development Board Executive Committee Meeting September 15 |
Members of the Governor's Workforce Development Board are appointed by the Governor. No less than fifty-one percent (51%) of the membership of the GWDB will be representative of business. The membership must include private sector/business representation from the northern, southern, and rural areas of the state. Area representation may be based on the most current geographic demographics available at the time of the appointments. |

Southern Nevada Manufacturing Forum - Part Two - September 20 |
The Governor's Office of Workforce Innovation (GOWINN), Governor's Office of Economic Development (GOED), and Nevada Industry Excellence (NVIE), along with presenters from the Department of Education (NDE), College of Southern Nevada (CSN), Department of Education, Training and Rehabilitation (DETR), Workforce Connections and Clark County School District (CCSD), held a Webinar to assist manufacturing employers in understanding available talent pipeline programs, supports for recruiting and retaining talent and business development opportunities.
