• BIA staff continues discussions with the City of Victorville, Ontario and Fontana regarding best practices to streamline the entitlement process and policy reforms to reduce construction costs. Please let us know if you’re interested in these ongoing efforts.

• BIA San Bernardino County Building & Safety was tasked by the Board of Supervisors (Board) to review their building fees every three years. The triennial review is to ensure the Department is achieving the Board mandated, full cost recovery for the services rendered to the public. The Department completed its fee review process with the County Finance office, and as a result of that review, the Department will forego at 15% increase and alternatively recommend increasing Building & Safety user fees by 7.6% to the Board on April 11.

• BIA staff continues discussions with the Inland Empire Utilities Agency regarding a proposed wastewater connection fee increase from $7,600 to $8,132 per EDU scheduled for Board consideration on April 19.

• The Victor Elementary School District (VESD) is proposing a level 2 fee increase from the current amount of $4.79 per square foot to the proposed amount of $7.00 per square foot on May 10. Please advise BIA staff if you have projects in the VESD service area.

• Redlands Inclusionary Zoning Proposal – The Redlands Planning Commission is expected to consider an inclusionary zoning proposal on April 11. BIA members are encouraged to contact our staff asap if this proposal would affect your project! The current proposal would require 9% of a project would either include affordable housing units or pay an in-lieu fee as follows:
