As we step into the promising year of 2024, I am thrilled and honored to be serving as my 2nd year as President of the San Bernardino County Chapter. I’m extremely excited to be collaborating with each of you in our shared mission of advancing homebuilding advocacy. Our collective dedication to shaping the future of the building industry fills me with excitement and anticipation for the opportunities ahead. I wholeheartedly invite each one of you to play a role in this pivotal journey. Together, let's champion the causes that matter, advocate for our industry, and create positive change that resonates far beyond our community.

 

I am especially excited about some of the new faces that have joined the San Bernardino County Chapter board. We have an amazing group of people, with perspectives from all sides of our great industry. Additionally, our social events serve as vital avenues for fostering connections and camaraderie. I look forward to seeing you all at these gatherings, where we can exchange ideas, forge new partnerships, and celebrate our collective achievements.

A Night of Roaring Twenties Fun at the Building Industry Association of Southern California's Centennial All Regional Gala



On November 10th, the Building Industry Association of Southern California (BIASC) celebrated its centennial year in grand style with the Centennial All Regional Gala at the Rancho Mission Viejo Riding Center. The event brought together all four BIASC chapters for an evening of 1920s prohibition fun, marking the culmination of a year-long celebration of the association's 100th anniversary.

GA Alert - Rancho Cucamonga Development Impact Fee Update

Rancho Cucamonga Development Impact Fee Update


As a result of continued dialogue with BIA staff, the City of Rancho Cucamonga will forego an increase of approximately $5k (36%) to their transportation development impact fee (DIF) to $17,358 per unit SFD and approximately $2,700 for MF to $10,415. This increase was originally proposed to become effective January 2, but will remain at the current amount. Moving forward, the city staff will proceed with preparing a comprehensive update to all Development Impact Fees. This process will take approximately 9-12 months. BIA staff will continue to coordinate with city staff and provide updates on the status. On a related note, the city user fees For Building and Safety Services, Planning and Economic Development, and Engineering Services were updated on December 6, and will become effective on February 1 (See Exhibit A. pg 169, Exhibit B. pg 186 & Fee Study on pg. 204)

Redlands Inclusionary Housing In-Lieu Fee

 

The Redlands City Council voted last month to adopt an Affordable Housing In-Lieu fee at a reduced rate of $9.10 sf on for-sale residential projects. The original city staff in-lieu fee proposal of $15 sf was reduced by approximately 40% following the review of a BIA fee analysis. The new fee is effective immediately.

 

As noted in the city staff report, at the June 20, 2023 meeting, the City Council adopted an Inclusionary Housing Ordinance (Attachment B) Click here that requires a certain percentage of affordable housing units be provided. The ordinance authorizes an alternative means of compliance whereby a developer may pay an in-lieu fee if the housing development consists of for-sale or rental units, and for any fractional unit that is determined when calculating the total number of inclusionary units required.  Details on the Inclusionary Housing Ordinance can be found in the Agenda Report for the June 20, 2023 meeting (Attachment C).

 

Payment of an In-lieu fee is one of the alternative means of compliance provided for by the Inclusionary Ordinance. For-sale developments and rental developments of less than 23 units have the option of paying an in-lieu fee by-right. For a rental housing development with greater than 22 units, the Inclusionary Housing Ordinance requires City Council approval of a developer’s request to pay an in-lieu fee, and to approve such a request the City Council must find that providing the affordable units in the development would create an unreasonable economic hardship due to such factors as project size, site constraints, and/or excessively large affordability gaps.
