Richard Nixon Presidential Library

• The City of Ontario on May 2, voted to support a temporary reduction in certain building permit fees. Current fees for some mechanical, electrical and plumbing fees would be reduced by 50%, equating to roughly $2,500 for a 2,200 square foot home. This would result in permitting fees in line with building permit fees in 2021. Please see below.

• BIA staff continues discussions with the Cities of Chino Victorville, Ontario and Fontana regarding best practices to streamline the entitlement process and policy reforms to reduce construction costs. Please let us know if you’re interested in these ongoing efforts.

• The Victor Elementary School District (VESD) is proposing a level 2 fee increase from the current amount of $4.79 per square foot to the proposed amount of $7.00 per square foot on May 10. Please advise BIA staff if you have projects in the VESD service area.

• The Redlands Planning Commission approved an inclusionary zoning proposal on April 25. The proposal was modified to reflect a number of BIA analysis recommendation including a reduced in-lieu fee for single-family residential projects from $15.00sf to $8.80sf. The proposal also includes an in-lieu fee for townhomes of $10.00 sf which BIA recommends should be reduced to $6.00sf. The in-lieu fee is an alternative option to a proposed requirement to include 5% affordable/low income units on all projects. BIA staff discussions with city officials are ongoing with the proposal expected for City Council consideration on June 6.
• BIASC Comment Letter to Redlands Planning Commission

• BIASC continues a collaborative dialogue with Southern California Edison (SCE) through their New Construction Panel for Residential Builders. This working group of SCE and BIASC leadership provides updates on SCE’s Pathway 2045 efforts. In addition, SCE provide updates on their New Service and Engineering processes and issues related to Supply Chain concerns and Planning timelines.
