SCDRP welcomes Manuel A.J. Laboy-Rivera to Advisory Board

SCDRP is pleased to welcome Manuel A.J. Laboy-Rivera, President of NovaForge Consulting Partners LLC, to the SCDRP Advisory Board, filling the Puerto Rico Seat.


Manuel Laboy served as Executive Director of the Central Office for Recovery, Reconstruction and Resiliency and as the Governor's Authorized Representative from 2021 to 2024. He was responsible for over $40 billion in FEMA disaster recovery funds across multiple federally declared disasters. Under his leadership, the pace of the recovery gained momentum as new infrastructure, permanent repairs, and mitigation projects can be seen throughout the island. 


Manuel also served as Secretary of the Department of Economic Development and Commerce, and as the Executive Director of the Puerto Rico Industrial Development Company between 2017 and 2020. His achievements include a new Incentives Code, the Single Business Portal, and Invest Puerto Rico. 

Manuel is a graduate of the University of Puerto Rico with a Bachelor’s degree in Chemical Engineering and holds an MBA from the Ana G. Méndez University in Puerto Rico. He has 18 years of experience in the private sector.

March Partnership Meeting Recording

At yesterday's Partnership Meeting, Drs. Olivia McAnirlin and Matthew Browning, Co-Directors of the Virtual Reality & Nature Lab at Clemson University, discussed their most recent project: FireReady VRTM. This virtual reality experience is designed to help communities in the Southeast prepare for wildfire.

Eric and Wendy Schmidt Awards for Excellence in Science Communications | National Academies 

The program will confer 24 awards totaling $640,000. These awards will go to individuals who were working at the frontlines of science communication or journalism who have developed creative, original work that addresses issues and advances in science, engineering, or medicine for the general public, and who are in career stages or settings where the recognition could have a significant impact on their future career. Schmidt Sciences will help foster the vibrant and expanding community of science communications awardees by partnering with renowned journalistic institutions to provide ongoing training and professional development opportunities.

FY2025 Young Fishermen’s Career Development Projects

Subject to the availability of funding, the National Sea Grant Office (NSGO) anticipates approximately $1,000,000 in FY2025 federal funds will be available to eligible applicants to support 2-3 projects that will develop and execute local, regional and national programs, workshops and services to enable fishermen to enter career paths and make a living supplying seafood from our oceans, coasts and Great Lakes.

National Coastal Resilience Fund 2025 Request for Proposals

The National Fish and Wildlife Foundation (NFWF) is now soliciting Pre-Proposals for the 2025 National Coastal Resilience Fund. NFWF will award grants to create and/or restore natural systems in order to increase protection for communities from coastal hazards, such as storms, sea- and lake-level changes, inundation, and coastal erosion, while improving habitats for fish and wildlife species. NCRF program priorities include: nature-based solutions, community risk reduction benefits, fish and wildlife benefits, community impact and engagement, and transferability and sustainability. There is no maximum limit on the award amounts that can be requested for individual grants. NFWF expects that average NCRF awards for projects involving Community Capacity Building and Planning, Site Assessment and Preliminary Design, and Final Design and Permitting to be in the range of $100,000 to $1,000,000. For Restoration Implementation projects, NFWF expects the average NCRF awards to be in the range of $1,000,000 to $10,000,000. It is expected that the award amounts will vary significantly based on the scope of the project, the work proposed, and regional variation.

Fire Science Innovations through Research and Education (FIRE) | NSF 

The Fire Science Innovations through Research and Education (FIRE) program invites innovative multidisciplinary and multisector investigations focused on convergent research and education activities in wildland fire. To advance convergent research and education in wildland fire science, FIRE proposals should demonstrate strengths in one or more of the following areas: (1) new advances in data collection, storage, and sharing relevant to wildland fire dynamics, including Earth observations; (2) new modeling and computational approaches to understand wildland fire (including artificial intelligence and machine learning approaches); (3) new understanding of the cross-scale interactions of wildland fire across local, regional and global extents; (4) new insights into community adaptation and governance relevant to wildland fire; (5) new approaches to reduce the vulnerability of built infrastructure, natural fuels, and social systems to wildland fire; and (6) engagement of a variety of community members and stakeholders to promote a forward-looking approach to wildland fire science.

NCDEQ Water Resources Development Program Flood Resiliency Grants  

NC Department of Environmental Quality (NCDEQ), Division of Mitigation Services (DMS) is developing the North Carolina Flood Resiliency Blueprint, a state flood planning process to increase community resiliency to flooding throughout the state's river basins. NCDEQ Division of Water Resources (DWR) has been allocated a portion of Blueprint funding to offer cost-share grants for projects that reduce flooding or increase flood resiliency. These projects must be located within one of the following six river basins: Cape Fear, French Broad, Lumber, Neuse, Tar Pamlico and White Oak. 

Closing June 30, 2025.


Ocean Exchange Neptune Awards 2025

Awards ($100,000 each) will be given to the solutions that advance our understanding of the ocean and help minimize our impact on these resources, even while using them for human benefit, resulting in more resilient bodies of water including healthy marine life and coastlines. The Neptune Awards are broad based and cover all maritime, blue economy, ocean environmental, and coastal resiliency topics, as well as data gathering and analysis.

Sentinel Landscapes Partnership: Accepting applications 

The Sentinel Landscapes Partnership is a coalition of federal agencies, state and local governments, and non-governmental organizations that work with willing landowners and land managers to advance sustainable land use practices around military installations and ranges.The partnership aligns the objectives of the U.S. Department of Agriculture (USDA), Department of Defense (DOD), Department of the Interior (DOI), and Federal Emergency Management Agency to strengthen military readiness, conserve natural resources, bolster agricultural and forestry economies, increase public access to outdoor recreation, and enhance resilience to future environmental conditions.  Sentinel landscape designation provides a myriad of benefits for local partnerships, including support to hire a sentinel landscape coordinator and offering priority consideration for certain federal funding opportunities.

The intent of the Youth Preparedness Council is to bring together young leaders who have an interest in making a difference in their communities and in advancing disaster preparedness efforts on a national and local level. The University of the Virgin Islands (UVI) is seeking applicants and internship partners for the new Professional Science Master (PSM) degree as part of UVI’s Marine and Environmental Science program (MMES).


NOAA’s Center for Operational Oceanographic Products and Services (CO-OPS) is gathering input from users of tidal datums and coastal tools, like flood forecasting models and inundation maps, on the upcoming National Tidal Datum Epoch (NTDE) update. This quick, 3-minute survey will help NOAA understand how these changes may affect coastal practitioners and guide the creation of resources to better support communities facing coastal flooding and other challenges. Your feedback will be valuable in shaping tools to meet the needs of those working along our coasts.
