Project Update

We’re happy to report that the New Aloha Stadium Entertainment District (NASED) project continues to steadily progress. The proposal deadline concluded at the end of July with one proposal received from Aloha Halawa District Partners (AHDP). Since then, the state team has been busy undertaking a detailed and rigorous evaluation of the proposal against the RFP and the evaluation criteria. If its proposal is evaluated as suitable, AHDP will be selected as the preferred offeror in September. Then, over the following nine (9) months’ diligence and discussion phase, the state will resolve a range of technical and other matters and negotiate and sign the relevant agreements. Consequently, the state expects to execute final agreements with the preferred offeror (which then becomes the master developer) by June 2025.


The NASED procurement process remains an active procurement process. Preliminary details (e.g., concept images) of AHDP’s proposal will not be made public until the selection of a preferred offeror, at the earliest.

FAQs


Q: Have other procurement processes achieved success with only one offeror?


A: Successfully completing a procurement process with a single offeror is not an unusual occurrence for a project of this size, scope, and complexity. There have been other successful multi-use districts that involved negotiation with a single developer.


Successful project examples include Branson Landing entertainment district in Branson, MO; Midway Crossing transit-oriented development in Ronkonkoma, NY; and University of California Merced campus expansion in Merced, CA. In addition, the Midway Crossing project is planned to include a convention center, sports, retail, entertainment, and biotechnology facilities centered around an existing rail station and airport.



The NASED procurement process was always structured to have an “exclusive negotiation” period with a single preferred offeror. Having one priority-listed offeror does not impact this important provision of the process.

Meet Our Newest Stadium Authority Board Members

Andrew Pereira brings nearly 30 years of extensive experience in media, public relations, and political advisement to his role as the newest Stadium Authority Board Member, appointed by Governor Josh Green, M.D., for a four-year term. Currently serving as the Director of Public Affairs at Pacific Resources Partnership, Pereira previously held prominent roles including Vice President at CommPac, where he led strategic counsel and managed external initiatives for various clients. Prior to CommPac, he served as the Director of Communications for the City and County of Honolulu, showcasing his expertise in navigating complex communications landscapes. Pereira is known for his creativity, energy, and collaborative approach, making him a valuable addition to the Stadium Authority Board.

Walter Thoemmes III, the newest appointee to the Stadium Authority Board by Governor Josh Green, M.D., brings over 25 years of expertise in real estate development and strategic planning. As the Managing Director of Planning, Industry, and Development at Kamehameha Schools, Thoemmes oversees a $3.5 billion commercial portfolio that includes 275 assets across Oʻahu and Hawaiʻi Island. His work focuses on advancing land holdings to generate income supporting the school's educational mission, while fostering student connections to business and work opportunities. Thoemmes has played a pivotal role in major projects such as Our Kakaʻako, the Kā Pua Initiative in Waiʻanae, and the development of campuses on Maui and Hawaiʻi Island. His deep experience and strategic vision make him a key asset to the Stadium Authority Board.

Eric Fujimoto is being welcomed back for another four-year term on the Stadium Authority Board, where he currently serves as Vice-Chair. As a seasoned Private Wealth Advisor at Ho'ea Wealth Advisory Group under Ameriprise Financial, Fujimoto and his team manage financial strategies for clients on all islands. His expertise in navigating the complexities of wealth has earned him recognition as a Forbes Best-in-State Wealth Advisor from 2018 to 2024, including being ranked #1 in Hawai'i in 2020, 2021, 2022, and 2024. Born and raised in Pearl City, Fujimoto's deep understanding of financial stability, financial planning, and his commitment to providing customized solutions make him a key contributor to the board's ongoing success.
