Traditional Lion Dance  


Kung Hei Fat Choy! On Sunday, Feb. 18 the Aloha Stadium celebrated the Lunar New Year and rang in the Year of the Dragon with a traditional lion dance throughout the Aloha Stadium Swap Meet & Marketplace.

Project Update

We’re happy to report that the NASED project has been steadily progressing in this new year. The requests for clarification (RFC) deadline for the qualifications phase concluded late January with a strong number of RFCs received and one addendum issued.


The response deadline for the qualifications phase concluded earlier this month on Feb. 14. Responses will be evaluated, and priority-listed offerors will be selected and notified in April 2024. This notification will mark the end of the qualifications phase and commencement of the proposals phase. The deadline for proposals will be in Summer 2024, with the selection of a preferred offeror targeted for Fall 2024, and final execution of an agreement targeted for Summer 2025.

Q: Who is evaluating responses for the RFP Qualifications Phase and how will they be scored?


A: The State has selected a specialist evaluation committee for the NASED project. This committee is comprised of a mix of State employees and subject-matter experts from the development industry. Responses will be assessed against the following criteria:

  • Administrative Response (“acceptable,” “potentially acceptable,” or “unacceptable”)
  • Technical Response:
  • Project Understanding (20 points)
  • Team Structure and Governance (20 points)
  • Experience and Capability (30 points)
  • Financial Capacity (30 points)

Update on Senate Bill 3197


A modified version of Senate Bill 3197 recently passed the Senate Committee on Energy, Economic Development, and Tourism. The modified bill allows for a naming rights partner's name and logo to be incorporated onto the New Aloha Stadium and allows for advertising inside the stadium only. As this bill progresses, the NASED planning team's vision remains what it has been from the beginning: not to create a Times Square or Las Vegas type of environment, but rather to create a dynamic and engaging district that fits within Hawai'i's unique context that we can all be proud of. We will continue to work with the community in a thoughtful way to ensure that signage within the district maintains appropriate visual aesthetics and minimizes light pollution or other negative impacts.
